District of Columbia Bill Would Increase Competition

The District of Columbia City Council will consider a bill that would allow more sports betting competition. GambetDC has had less than stellar service as the city’s sole source thus far.

It also has less than stellar financial results. The city wants to end the existing contract and open it up to more operators.

“So it removes the monopoly and exclusivity of the D.C. Lottery’s gambling app, GambetDC, and creates a sports betting license for the private market apps like FanDuel and DraftKings,” Councilmember Elissa Silverman, told WTOP News.

The existing app has cost the city $4 million.

“If we’re going to have a lottery and a sports betting program in the city, then it needs to generate revenue, because I want to pay for important programs and public education, public safety and affordable housing,” Silverman said.

If approved, the bill would not extend the contract in 2024 and would open the city to different apps for new licenses, taxed similar to Maryland and Virginia.

The proposed law also insists GambetDC turn a profit in order to be allowed to continue to operate.

“Given GambetDC’s sort of disastrous rollout, I think we just need to hit reset, and yes, learn from other jurisdictions and open up the market to competition,” Silverman said.

BetMGM Looks at Opportunities with NBC Sports

When PointsBet made the decision to pull out of its relationship with NBC Sports and “Football Night in America,” it presented an opportunity for BetMGM.

The online sportsbook was quick to capitalize on their competitor’s decision to focus on regional exposure. BetMGM was all too eager to get a foothold on a national stage.

Now BetMGM is the official odds provider for NBC’s Sunday Night Football show as well as providing content across other NBC Sports platforms.

BetMGM officials said the partnership was a way to engage younger viewers and increase their presence.

“The biggest goal of our partnerships is to reach, resonate and engage with fans, and we couldn’t be more thrilled to work with the talented team at NBC Sports to do just that this NFL season,” Matt Prevost, chief revenue officer of BetMGM, said in a statement. “We look forward to bringing football fans nationwide insights from the BetMGM trading team, as well as entertaining segments that showcase the excitement of betting with BetMGM.”

A nice byproduct of the partnership was the boost BetMGM should see with Fantasy sports, a growing market. There will be BetMGM tie-ins on all Matthew Berry shows, including “Fantasy Football Happy Hour with Matthew Berry,” which runs weekdays on Peacock.

“Consumption has changed, and I think that’s really important for us to understand,” Mitesh Mehta, senior vice president of betting, gaming and strategic partnerships for NBC Sports Next, a subdivision of NBC Sports, said in an interview. “And the reason why people tune in continues to change, so we continue to need to evolve.”

NBC has long been involved in fantasy sports. Their nbcsportsedge.com site ranked No. 2, after Fantasy Pros, in visits, page views and time spent among fantasy sports websites between September 2021 and August 2022, according to comScore.

“Not just specifically with sports betting, but with fantasy and free-to-play games, any type of gaming attached to the core game itself leads to a younger and more diverse audience who continues to engage longer and more often,” Mehta said.

Maryland Sports Betting Agency to Issue Online Licensees

And the winners are…

…not so fast, Marylanders. On October 19, the state’s Sports Wagering Application Review Commission (SWARC) established November 21 as the date to award online sports betting licenses from among the ten applicants. Online betting will commence—not long afterwards.

“Marylanders can finally breathe a sigh of relief here because it seemed like it would never happen. We’re finally here,” Robert Linnehan, reporter and editor for XLMedia, told CBS News.

Last month SWARC agreed to rolling license approvals rather than wait until all licenses were awarded and ready to go at the same time.

Some Maryland bettors have mixed reviews of the pending online experience. The most annoying part of betting on sports is driving to a casino, Wesley Haines said. “It would be awesome to be able to stay at home and be able to do it.”

Other bettors say the opposite.

“Me personally, I like going in and placing a bet in person just because I like receiving the cash back and being able to put it back in my bank rather than using an online platform where they hold your money for a couple of days,” Joshua Fulton said.

Missouri Lawmakers Press Governor on Sports Betting

Missouri lawmakers who want sports betting legalized in their state are asking Governor Mike Parson to help in achieving that goal.

So far, however, Parson has been lukewarm to the idea, even though every bordering state around the Show Me State has legal sports wagering.

Both the state Senate and House leadership has shown their support and an urgency to move forward but so far the governor has shown tepid enthusiasm. He recently shot down a call for a special assembly to vote on a bill sponsored by the House.

Senate Minority Leader John Rizzo (D-Independence), told Ozarksfirst.com that he wanted to know when sports betting will be legally allowed in the state.

“If I go home next May or I’m at my next fantasy football draft without sports betting, they are going to put me out on a rail,” Rizzo said. “We’ve got to do whatever it is we need to do to get it done. My constituents want it, but more importantly, it’s just something this state needs to get done.”

Meanwhile states like Kansas are cleaning up on sports betting. The state received $129,617 in taxes from the first month the state allowed sports betting.

Parson put the blame on the legislature for not moving quicker on getting it legalized.

“All of a sudden, people can go over there and do their thing on that and Missouri can’t,” Parson said. “We’ll see how it all plays out but that’s the General Assembly’s thing.”

They tried to put sports betting on the general assembly’s special session, but the governor nixed the idea.

“You just can’t call a special session because something doesn’t get passed every year in the General Assembly,” Parson said.

Now lawmakers will have to wait until January before they can bring it back and some fear the governor will continue to be hesitant, though he said it is the legislature’s.

“I think it’s going to be one of those things that’s coming when the day comes,” Parson said. “The day is going to happen but that needs to go through the legislative process, and it goes in there year in and year out.”

Barstool Opens 2 New Wagering Lounges

Barstool Sports expanded into two states, Maryland and Louisiana last week, opening a Barstool Sportsbook in each location, its 12th and 13th state it now has a sportsbook in.

The facility at Hollywood Casino in Perryville, Maryland offers a restaurant, sports bar and betting kiosks. The restaurant offers full service dining with local and regional bands performing every weekend.

In the bar area, there are large-screen televisions with surround sound, reclining chairs, and couches. Children under 21 can enter through a separate entrance and enjoy games such as cornhole, air hockey, and bubble hockey.

Former Baltimore Ravens cornerback and Super Bowl winner Duane Starks was on hand for the ribbon cutting ceremony.

The other new location for Barstool Sportsbook was L’Auberge Casino and Hotel in Baton Rouge, Louisiana.

The casino spent $6.7 million to renovate the space, including cutting into the casino floor. The work took six months and Barstool now has a 10,000-square-foot bar that seats 250 guests.

The prior space at L’Auberge was known as The Stadium. Officials at the casino, however, believe they are now catering to a younger crowd.

“We feel strong about the Barstool brand,” says Alex Rangel, vice president and assistant general manager at L’Auberge, told 225 Magazine. “It really speaks to a younger demographic that is heavily interested in sports.”

The casino also plans to reopen Edge Bar in May 2023 in a new space. The team hopes guests will enjoy the game at Barstool and head over to Edge afterward.

Barstool Sportsbook shares the sports blog and media brand’s signature, playful look. A football field mat covers the betting floor and huge wooden chairs are displayed for photo opportunities. Barstool slogans are displayed throughout.

DraftKings Asks Massachusetts to Adopt Universal Launch

DraftKings urged the Massachusetts Gaming Commission (MGC) to push back launch dates for online and in-person sports betting so all operators can begin at the same time. Earlier this year, FanDuel expressed the same sentiment, something called a universal launch date.

The MGC approved a January date for in-person wagering and a March date for online wagering. The agency might discuss the DraftKings proposal but there was almost no chance for a change in the timeline they already said yes to.

At a hearing in September, DraftKings Senior Director of Legal and Government Affairs Chris Cipolla said it’s important for all operators to have the opportunity to launch on day one.

“We found that in other jurisdictions that has worked and made sense and it ensures that nobody obtains a competitive advantage, an unfair competitive advantage when a new market opens,” Cipolla told MassLive. “… We do feel what’s most important is giving everybody a fair shot to launch, retail, mobile, untethered, tethered.”

At a minimum, all mobile sports wagering operators should start on the same day, said Cory Fox, vice president for product and new market compliance at FanDuel.

Otherwise the early approvals bestow a huge advantage not so easy to overcome. In Pennsylvania, FanDuel debuted three months before DraftKings. In Indiana, DraftKings went first. Both operators enjoy financial advantages to this day.

“Use of a universal start date ensures fairness for all operators to compete on the quality of their product offering. Use of a universal start date also removes undue pressure on the commission staff to make decisions and issue approvals,” Fox said.

Jai Alai Returns To Florida Casino

Jai alai will return to the Casino at Dania Beach in Florida for the 2022-2023 Dania Beach Invitational Jai-Alai Tournament, December 1, 2022 through January 27, 2023. Nine games will be played Wednesday through Saturday evenings with another nine played on Saturday and Sunday afternoons. Teams will feature more than 20 of the world’s best players from the Basque region of Spain and France.

The Dania Beach fronton opened in December 1953. Earlier this year, officials announced Dania Beach would close due to lack of interest in the game and a farewell tournament was played. However, that announcement came too early. Today, a 500-seat grandstand plus standing areas will accommodate fans−still a far cry from 5,600 spectators per game in the heyday of the sport.

Benny Bueno, a former professional player and jai alai operations manager, said, “The success of our Battle at the Palace Jai-Alai tournament last spring signals that there is enduring interest in jai alai and we expect the upcoming winter invitational to be a major step in securing the sport’s eventual return to Dania Beach.”

Arnaldo Suarez, chief executive officer at the Casino at Dania Beach, added, “The Casino at Dania Beach has maintained its relationship with our devoted fanbase to help ensure the sport’s legacy lives on. Dania features the only remaining full-court regulation fronton in the U.S.

Caesars Sportsbook Gets Facelift at Capital One Arena

Though it is less than 18 months old, changes are coming to the Caesars Sportsbook at Capital One Arena in Washington, D.C.

When the sportsbook made its debut in May 2021, it was the first sports betting facility inside a U.S. sports arena. At the time, it was considered revolutionary to have legal sports wagering inside the home of the NHL’s Washington Capitals and NBA’s Washington Wizards.

Now officials at Caesars want to improve upon what they have built.

“When you’re the first to do something, you’re not quite sure what to do, so you learn and you grow,” David Grolman, Caesars Sportsbook’s senior vice president and chief retail sportsbook officer, told Sports Handle. “What we learned was that the sports betting piece was so popular that it made it a little bit difficult for folks to come in for the dining experience because we had lines of people wagering.”

The facility originally offered seven betting kiosks, but has added 13 more to the 2-story, nearly 20,0000-square-foot lounge.

One of the biggest additions is a new restaurant from noted chef and television personality, Guy Fieri. Guy Fieri’s D.C. Kitchen + Bar opened this week, just in time for the start of the NHL and NBA season.

The menu features burgers, wings, and his signature dish, trash-can nachos, which are tortilla chips covered in pickled onions, jalapeños, melted cheese, pickled onions, beans, sour cream, BBQ sauce, pico and pork.

Monumental Sports & Entertainment owns the arena and Jeff Van Stone, president of business operations and chief commercial officer, was instrumental in the concept of the sportsbook and restaurant.

“For us, it really has become a great destination spot, and I think now, the restaurant concept with Guy is really going to take it to a new level,” Van Stone told Sports Handle.

Van Stone told Sports Handle his vision for the lounge was a destination spot that customers could use when the arena was open for other events than when the Capitals and Wizards were playing.

“We wanted people to come two, three hours early before an event and game and stay for a couple hours afterward, and I think we’ve accomplished that,” Van Stone said.

North Dakota Charities Oppose Tribes’ Online Gaming Proposal

North Dakota’s charitable gaming groups recently told Governor Doug Burgum that the proposal by the state’s five tribes to have exclusive rights to online gaming and sports betting would spell the end to charitable gaming.

The tribes have argued that the updated state gaming compact they are negotiating with the governor gives them exclusive rights to online gaming. That would include the use of mobile devices to make wagers. The current 1992 compacts expire at the end of this year.

Both sides made their cases at a public hearing on October 21 at the state capitol.

The tribes say their casinos have been hurt by the introduction of pull-table machines by charitable gaming in 2017. One employee said the Sky Dancer Casino had to cut jobs and shut some of its gaming offerings as a result.

North Dakota Gaming Alliance Executive Director Mike Motschenbacher told the governor that the monopoly of online betting would “absolutely devastate our industry.” He said tribal casinos have the advantage over his industry.

The governor didn’t buy that assertion. He angrily retorted, “I just have to say that I don’t think that data would support your assertion that the tribes have the advantage.”

The charities have more than doubled their take from gambling in the years since pull-tabs were introduced, according to the Director of Charitable Gaming for the North Dakota Office of Attorney General, Deb McDaniel.

The governor said the compacts are still being negotiated, and should be finalized by November.

However, some warn that a compact that gives tribes the exclusive right to online gaming might not comport with the Indian Gaming Regulatory Act (IGRA.) Tory Jackson, a real estate attorney writing in the Bismarck Tribune said, “The problem is that IGRA authorizes gaming only ‘on Indian lands,’ meaning lands within a reservation or tribal or trust lands outside of a reservation. If a person plays online poker or bets on the outcome of the World Series from a phone or laptop in Bismarck, through an online platform hosted by the MHA Nation on servers located in New Town, is that considered gaming ‘on Indian lands’ under IGRA?”

He added, “The law refers to gaming ‘on Indian lands’ nearly three dozen times but nowhere mentions off-reservation gaming, leaving the clear impression that it allows and regulates gaming that takes place solely on reservations and nowhere else. That’s not surprising, considering the law was passed well before anyone could have predicted the development of online gaming.”

Jackson notes that this legal question may be resolved soon due to a pending federal lawsuit involving a similar compact between the state of Florida and the Seminole Tribe. The exclusive rights guaranteed by the compact have been challenged by owners of commercial casinos in the state. A federal judge has rejected the compact and the case is now under appeal.

Jackson concludes, “The best outcome for tribes would be a simple fix to IGRA, to specifically allow online gaming.”

Vermont Sports Betting Committee Leaning to Online-Only Betting

Vermont is readying to launch sports betting in the state, but is still trying to determine what the best format would be.

The Vermont Sports Betting Study Committee is inclined to recommend a mobile-only format, but is studying the possibility of retail sportsbooks as well.

Vermont does not have any casinos in the state so if they were to have retail locations they would probably be standalone facilities.

Last week the committee heard suggestions from New Hampshire Lottery Commission officials. Sports betting has been legal in the Granite State since July 12, 2019. The state launched mobile betting in 2020.

DraftKings is the only legal online sportsbook in New Hampshire, but they do have three retail sportsbooks. DraftKings does about 80 percent of the handle while the three retail facilities account for the remaining 20 percent of the handle.

“But those three locations are done with design,” Charles McIntyre, executive director of the New Hampshire Lottery Commission told Covers.com. “I would submit to you that a population density of sufficiency is needed to host a sportsbook.”

One of the reasons the committee wants online betting in the state is because of the low population compared to other states. Those that are in Vermont tend to live in rural areas that are not near bigger cities.

The committee favors starting out with mobile wagering and taking a wait-and-see approach to retail locations. They would like to revisit the idea of retail locations in three years.

“If that’s our recommendation, is to start with mobile sports betting, I think you need to give that some time … to see how that plays out in Vermont and to see the successes,” committee chair Wendy Knight said.

When Vermont will see sports wagering in any form is not known. The legislature passed a bill earlier in the year to create the committee. Though they are meeting regularly, no timetable has been set for when sports betting will launch.

Japan Criminalizes Online Casino Gaming

Japan’s National Police Agency (NPA) and Consumer Affairs Agency have declared the criminalization of offshore online gaming sites. Users of such can be arrested.

The two agencies in October issued this warning: “Have you ever heard that using online casinos as an individual is legal as long as the site is operated legally overseas? Even if an online casino is operated legally overseas, connecting from within Japan and then gambling on the site is illegal. There is precedence of arresting online casino users for gambling-related crimes. Gambling is a crime. Stay away.”

The warning includes examples of users being arrested for gambling on home computers. The penalty for such violations can be as high as JPY500,000 (US$3,380) or up to three years in prison.

Saskatchewan Readies for Legal Online Gaming, Sports Betting November 3

Online gambling and sports betting will soon be legal and available in Saskatchewan. The Saskatchewan Indian Gaming Authority (SIGA) announced in a press release last week that PlayNow.com, Saskatchewan’s first and only legal online gaming operator, will launch in the province on November 3.

The announcement is timely as the small province that’s home to roughly 1.2 million Canadians is set to host this year’s Canadian Football League (CFL) Grey Cup championship game on November 20 in the city of Regina. Now residents will be able to wager on the big game.

PlayNow also announced it has partnered with the CFL’s Saskatchewan Roughriders and will be the team’s official online casino and sportsbook. The PlayNow.com logo will be featured on team jerseys and there will be other brand activations around the stadium.

SIGA President and CEO Zane Hansen said in a release that money from gambling will not leave the province.

“Residents will be pleased to know that when they play on the PlayNow.com site, the proceeds are reinvested back into the province,” said Hansen in the release. “Similar to the existing brick-and-mortar casinos in the province, all net proceeds from the PlayNow.com site are reinvested back into Saskatchewan.”

The agreement was made possible last year when the Saskatchewan government and the Federation of Sovereign Indigenous Nations (FSIN) amended the Gaming Framework Agreement. That deal was originally signed in 1995 for SIGA to operate a digital gaming enterprise.

SIGA runs seven retail First Nations-owned casinos in Saskatchewan. They have a 50-50 revenue-sharing agreement.

SIGA touted the benefits of having online gambling and sports betting in the province. They pointed to the “gray market” or offshore sites that have been operating in Canada for many years. The Canadian Gaming Association estimated that those sites collect nearly $10 billion in the country annually. They also allege that some offshore sites are run by organized crime.

SIGA is confident they can lure gamblers away from the gray markets and to their sites. In regards to sports betting, officials said they will be setting up sportsbooks at the seven casinos to enhance the experience for bettors.

West Virginia to Join Poker Compact If Operator Asks

The West Virginia Lottery is contemplating joining the Multi-State Internet Gaming Agreement (MSIGA). But not until one of the existing nine operators offers multi-state online poker.

An official told Poker Industry PRO this could happen if Michigan joins the club, adding more operators. Of the nine online operators, only two—BetMGM and Caesars—have a multi-state poker platform.

““If one of our operators came to us and said they wanted to offer multi-state poker, I’m sure we [would consider it]. Once Michigan joins, I’m sure there will be a lot of interest,” David Bradley, deputy director for security at the West Virginia Lottery, told Poker Industry PRO. He added that the agency is “definitely interested” in joining MSIGA. The agency confirmed as much back in July 2021.

Bradley pointed out that currently, only the WSOP/888 U.S. Network can fully take advantage of the opportunity for shared liquidity that MSIGA provides—it’s the only network with online poker rooms in the other three members of the compact—Delaware, Nevada, and New Jersey. Since 888 isn’t live in West Virginia, a request for the state to become the compact’s fifth member won’t be coming from them.

Bradley said West Virginia had not officially applied to join the compact, and there was no timetable to do so.

“It’s kind of a wait-and-see game to see what’s out there. Right now, we could join and be part of the compact, but we wouldn’t be able to offer the game,” he said. “We’re in tune with it, we’re monitoring it, and we have the interest in it.”

Under West Virginia’s gaming laws, the state’s five casinos and horse racetracks can each have three skins for online casino gaming and sports betting. The three main gaming facilities in the state are the Hollywood Casino at Charles Town Races, the Mountaineer Casino, and the private Greenbrier Resort.

Hollywood and Greenbrier each have three partner operators. The former is partnered with Barstool, DraftKings, and PointsBet, while the latter has partnerships include BetMGM, FanDuel, and Golden Nugget. Meanwhile, Mountaineer is partnered with BetRivers and Caesars.

Once Michigan’s operators are authorized for multi-state online poker, BetMGM could connect its player pool in Michigan with those in New Jersey that are on the partypoker US Network.

Caesars could also potentially ask the West Virginia Lottery to move forward connecting to the WSOP/888 US Network and the poker rooms on WSOP NV, WSOP NJ, and 888poker NJ.

BetRivers, which acquired a poker platform and announced plans for a future rollout, could also push for West Virginia to join the compact.

Two remaining casinos in West Virginia—Mardi Gras and Wheeling Island—use IGT software to operate Betly sportsbooks.

The eastern market, particularly Atlantic City, has been a tough one for Caesars Entertainment in recent years. Prior to the purchase by Eldorado Resorts two years ago, Caesars had not reinvested in its resorts in the city—Caesars Atlantic City, Harrah’s Resort and the Tropicana, as well as Harrah’s Philadelphia—for some time, resulting in lower revenues and fleeing customers. John Koster was appointed president of the region just over a year ago and has overseen a renewed investment in the company’s casinos there. He talks about renovated hotel rooms and suites, upgraded food-and-beverage options and the need to re-introduce the Caesars properties to the northeast market. He spoke with GGB Publisher Roger Gros in a suite at Caesars Atlantic City in August.

New Jersey PILOT Amendments Upheld; State Seeks Stay

In the latest episode of How the PILOT Flies, the state of New Jersey filed a motion to stay a judge’s decision on August 29 that knocked out amendments to the casino payment in lieu-of-taxes legislation. The request is predicated on a pending appeal, one that has yet to be filed.

Atlantic County Superior Court Judge Michael Blee will hear oral arguments October 7 regarding the stay. Blee ruled that the amendments violated the state Constitution because they favored an industry over a public purpose, according to the Press of Atlantic City.

The amendments reduced the tax liability for casinos by eliminating online sports betting and internet casinos from the calculations as originally interpreted.

Acting state Attorney General Matt Platkin said Atlantic City and state finances will be thrown out of kilter if the order is not stayed until the appeal is decided. The state has also argued it would suffer irreparable harm, but also insisted the amendments did not violate the Constitution. The public purpose is the stabilization of the casino industry.

Seth Grossman, president of Liberty and Prosperity, the organization bringing the suit against the state, argued he has yet to see a “credible fact or expert opinion evidence that laws reducing taxes for a specific industry, such as casino properties, and raising taxes on other properties … increases the overall economic health of Atlantic City and Atlantic County.”

Nor was there proof that the casino industry suffered more than any other industry from Covid-19, Grossman said.

Chief of Investigations for the Division of Gaming Enforcement Christopher Glaum argued for a different viewpoint. “If this Court’s invalidation of the amendment goes into effect, then the former statute will be in effect, and reinvestment into the casino hotel properties may decline as it did during the 2009–2017 period,” he said. “This would have substantial economic and societal impacts not just to Atlantic City, but to the state as a whole.”

Resorts, Golden Nugget and Bally’s would face much higher payments under the original PILOT, possibly threatening their survival, Glaum said.

“However, the Uniformity Clause was added to our state Constitution in 1875 and kept in our constitution in 1948 to specifically prevent the legislature from giving preferences to particular property owners for any reason,” Grossman wrote.

With the combatants in their corner waiting for the next round, an opinion piece in the Press has pitched for a faster date to the inevitable: arguments before the state Supreme Court.

The novel and big-money PILOT scheme has seemed destined for the N.J. Supreme Court, the editorial spelled out.

Atlantic County also urged the matter be taken up right away from the top court, to save time and money spent in legal fees. And it would provide “clarity to proceed.”

Property tax law may not prohibit “the kind of end run taken by the PILOT arrangement.”

Then again, the state side may be stronger than it seems. Treating revenues from online gaming and sports betting may be different enough to rule in favor of the casinos.

“If there were legal betting on court outcomes, we’d be tempted to put our money on Atlantic County getting what its settlement agreement promised (or at least a good result from a renegotiation of part of that settlement), and state government being allowed to change its laws to account for these new forms of legal gambling.”

Gaming Industry Group Hails U.K. Growth Plan

The U.K.’s Betting and Gaming Council (BGC) has hailed the government’s new growth plan and saw members and the industry support the plan.

Prime Minister Liz Truss’s new government September 23 unveiled a package of initiatives designed to encourage growth and improve the economy, which is in the doldrums.

BGC CEO Michael Dugher said he expected 15,000 new gaming jobs to be created by 2027. He said in a statement: “The regulated betting and gaming sector backs the government’s growth plan and is ready to play its part in its ambitious growth agenda.” He added, “The government has set out a bold plan to revive the economy. This can only be achieved by setting the right regulatory framework for businesses to thrive.”

Dugher added, “We are also supporting the government’s Levelling Up agenda with huge and growing world-leading British tech in cities such as Stoke-on-Trent and Leeds. Betting and gaming supports over 8,500 jobs in these areas alone, while contributing over £630m to their local economies.”

Dugher also again urged the government to publish the long-delayed gambling White Paper that has been hanging fire for many months, and whose issue was delayed by the resignation of former Prime Minister Boris Johnson. Its purpose is to update the 2005 Gambling Act, which was further delayed by the Covid pandemic.

He added, “We are committed to continuing to raise standards on safer gambling and urge the government to work with the industry to make progress on a gambling white paper soon, so that our members have the regulatory clarity they need to invest in the future.”

He concluded, “We believe the right regulatory reforms can help a thriving sector reach new heights, while delivering on the government’s goal to improve player safety, a goal we share and are already working towards.”

However, there have also been reports that the new government might ax the Gambling Act review.

Report: Slot, Table Sales to Pre-Covid Levels Next Year

North American slot sales are expected to return to pre-Covid levels next year with an expected 85,200 games sold, Todd Eilers of Eilers & Krejcik Gaming says in the Slot & Table Forecast Post Second Quarter Update.

Next year’s sales should grow 11 percent over this year, though the forecast has been revised down by 5,000 units due to reductions in replacements and expansionary shipments.

For this year, Eilers expects slot sales to be just shy of 90 percent of pre-Covid levels, growing 26 percent year-over-year to 76,600 games.

For the second quarter, he estimates slot sales rose 22 percent to 18,500 games, or 93 percent of pre-Covid levels. Replacement shipments leapt 52 percent to 14,800 games while new opening and expansionary sales dropped 32 percent to 3,700 units.

Eilers expects 425 table games will be added this year, 460 next year and 550 in 2024, driven by openings in California, Illinois, Kansas, Nevada, Oklahoma, and Virginia, as well as continued developments in Canada.

He estimates the installed base of North American table games were 29,900 in the quarter, up 1 percent year-over-year and up 1 percent quarter-over-quarter.

U.S. Sports Betting Forecast: Market Could Triple in 3 Years

How’s this for a forecast: the $7.7 billion in combined gross revenue generated by the U.S. sports betting and online gaming markets in 2021 could triple in three years, according to Yogonet Gaming News.

The rosy prediction comes by way of a report from sportsbook supplier BtoBet, released September 26.

Data published by industry consulting firms predicted the industry to produce $24.3 billion by 2026, double the size of the U.K. That forecast comes even though many states will not enter the market because of tribal relationships or political opposition.

H2 Gambling Capital reported that, should it be legalized, the California market could account for 13.3 percent of the total gross win by 2025.

The American Gaming Association recently reported that U.S. commercial gaming generated record gaming revenue in Q2 2022. The industry wins from traditional casino games, sports betting and iGaming surpassed $14.81 billion in Q2, 8.8 percent more than in 2021. Sports betting saw $1.42 billion, with a 9.6 percent market share, while iGaming saw $1.2 billion, with an 8.2 percent market share.

BtoBet’s report said that 2022 is poised to surpass 2021, as its first half saw $29.16 billion, 18 percent more than during the same period last year. 21 of 31 commercial gaming jurisdictions reported increases, out of which nine saw quarterly records.

Land-based slots and table games generated the main share of the industry’s revenue in Q2 2022, amounting to $12.17 billion, an increase of 29 percent compared to 2021. Sports betting garnered $1.42 billion during the quarter, a rise of 58.7 percent compared to last year. During the first half of the year, the vertical saw $3.04 billion in revenue.

David Forman, vice president of research for the American Gaming Association, said much of the growth in sports betting was driven by its mobile format, which has been “a boom for consumers.” There was a rise in mobile sports betting during the pandemic of 72.5 percent in 2020, and 82.5 percent in 2021. These numbers have led experts to forecast that, by 2025, online sports wagering could represent 86 percent of the gross revenue market size.

Renewed Travel Good News for Macau Gaming

In welcome news for Macau gaming operators, the Chinese government has announced it will green-light individual exit visas and group tours from the mainland, perhaps as soon as the end of October.

The announcement, made September 24, boosted gaming stocks in the Hong Kong market. By the close of trading the following Monday, shares associated with all six casino operators were up, with Sands China enjoying the biggest spike at 15.7 percent. SJM Holdings rose by nearly 11.6 percent, and share prices for Wynn Macau jumped 11.1 percent, according to GGRAsia.

At the end of the day on September 26, Galaxy Entertainment Group was up 7.2 percent, and Melco International Development, parent of U.S.-listed Melco Resorts and Entertainment, saw an increase of 5.3 percent. MGM China Holdings brought up the rear at 4.7 percent.

Macau Chief Executive Ho Iat Seng predicted that visitor volume from the mainland could soar to 40,000 per day once travel resumes. Tourism to the city has suffered since the beginning of the Covid-19 pandemic in early 2020. The daily average in 2019, before the pandemic, was 108,000, with 76,000 tourists from the mainland and 20,000 from Hong Kong. In a recent note, brokerage Morgan Stanley said that of those 76,000 mainland visitors, 47 percent came on individual visas and 23 percent used package tours.

“Assuming package tours and IVS eVisas are relaxed in October, we think mainland visitation could reach 45 percent of the 2019 level and mass revenue 60 percent,” the note said.

Beijing’s strict zero-Covid policy shut down travel to and from Macau when even small viral clusters were identified, depressing the gaming industry, which provides the lion’s share—up to 80 percent—of revenues to the special administrative region (SAR). Tours and eVisas were suspended at the start of the pandemic in early 2020.

The challenges created by that scenario may soon be in the past. JP Morgan analyst DS Kim called Ho’s announcement “great news” and a long-waited “path to normalcy.”

“We believe the resumption of eVisa and group tours should alleviate friction for a Macau trip, as well as signal to many that it’s okay to visit Macau, in turn boosting demand into the year-end holidays and 2023. Finally, we feel we can talk about a return to normalcy,” wrote Kim.

He added that Macau casino operators could return to positive EBITDA by the fourth quarter, barring future shutdowns.

The long-awaited positive news came just weeks after Macau began to reopen travel to international visitors. People from 41 countries are now permitted to enter, but still must undergo seven days of hotel quarantine and three days of self-monitoring at their place of residence.

While Hong Kong has announced it is ending its hotel quarantine requirement, Ho said Macau won’t rush to follow. He said, “Macau must maintain the same approach to epidemic prevention as the mainland in order to be recognized by the mainland.”

Kim added, “Most operators can turn EBITDA positive when mass GGR hits around 30 percent to 35 percent of pre-Covid levels, indicating some companies can start to print positive profits from 4Q. … We thus expect all operators can be free-cash flow positive by 2Q23, so we probably don’t need to worry about ‘liquidity runway’ anymore.” He excluded SJM from the group, due to expenses associated with the opening of Grand Lisboa Palace. “The timing/magnitude of easing is earlier/better than expected, adding conviction to our bullish stance on Macau gaming,” Kim said.

Despite the positive news, the head of Macau’s tourism bureau has expressed caution about visitation during Golden Week, which began October 1. Maria Helena de Senna Fernandes, director of the Macao Government Tourism Office (MGTO), said she doesn’t anticipate a “surge” in tourism during the national holiday.

Macau gaming revenue hit a peak of $45 billion in 2013. In pre-pandemic 2019, casinos in the SAR produced $36.6 billion in gaming revenue. A year later, the pandemic sent Macau gaming revenue tumbling to $7.56 billion, its lowest figure in 14 years.

For the first eight months of 2022, Macau’s gaming revenue is almost $3.6 billion, down 53.3 percent from 2021, when casinos collected $10.8 billion. And through August, Macau saw just 3.8 million visitors, an 86 percent drop from 2019.

The new travel policy “signals that it’s fine for Mainland Chinese to travel to Macau,” said J.P. Morgan gaming analyst Joe Greff. “Of course, there likely will be fits and starts with Covid outbreaks, but this news has to be a positive for a sector that has experienced massive multi-year underperformance where (investor) sentiment can be described as negative to apathetic.”

Las Vegas Sands and Wynn Resorts shares increased more than 11 percent on news that travel from the mainland would resume.
