Louisiana Tackles Sports Betting Bills

Despite previous failures, Louisiana is considering yet again a sports betting law. A handful of separate bills could approve retail and mobile betting limited to brick-and-mortal venues, similar to the Mississippi model. Lawmakers may also call for a parish-by-parish referendum on the issue.

Legislators won’t be able to consider the five bills on the table until the session begins March 9. According to US Bets, Louisiana will likely fail to pass legislation in 2020. And even if successful, the state couldn’t tackle the taxes involved until 2021.

Louisiana’s casino market was worth $3.08 billion in 2019, according to data from the University of Nevada Center for Gaming Research. That was down 2.3 percent compared to 2018 and the worst results since 2014.

US Bets believes statewide online/mobile is the only way to ensure long-term competitiveness with other states. In both Pennsylvania and New Jersey, some 90 percent of the sports wagering handle takes place online.

Mississippi has only averaged about $31 million in handle per month since it began betting in August 2018.

Georgia Holds Hearing on Sports Bets

The Georgia Senate Regulated Industries Committee held a hearing on Senate Bill 403, which would legalize sports betting on professional, college and Olympic sports. According to the Associated Press, people could bet from their phones anywhere in the state.

The bill’s chances are unclear.

Senator Burt Jones, a Republican from Jackson, said research estimates that $1.5 billion is wagered each year illegally, so why not make it legal.

“It’s found money, in the scheme of things,” Jones told the committee.

Jones introduced the bill amid questions about whether Georgia’s constitution needs to be amended to allow sports betting. As a result, Jones also introduced a constitutional amendment, even though he thinks the General Assembly can authorize sports betting without the amendment.

But Jeff Lanier, a lawyer for the General Assembly, told senators that bringing the issue to the voters could avoid a protracted legal struggle.

“You should go for the constitutional amendment while you have the opportunity,” Lanier said.

The act would create a Georgia Mobile Sports Wagering Integrity Commission, which could license online operators such as FanDuel and DraftKings. The gambling companies would only be able to take cash and debit cards, and the state would get 10 percent of the amount that operators win. The Associated Press indicated that could produce $15 million a year. Of that money, 5 percent would go to gambling addiction and the remaining 95 percent would go to fund college scholarships and pre-kindergarten classes, same as the lottery.

Steve Koonin, CEO of the Atlanta Hawks, supports the sports betting push.

“What we hope to receive in return is generations of fans who love the games we present,” Koonin said.

Opponents say sports betting is a more addictive form of gambling than the lottery or casinos, and that the state’s small stream of revenue would come with high social costs.

“We’re talking about 24/7 gambling on cell phones,” said John Kindt, an emeritus business professor at the University of Illinois. “Ten percent, at least, of our kids, are going to get hooked on this.”

Minnesota Senate Unveils Sports Betting Bill

Senators in Minnesota convened March 3 to again try to legalize sports betting. Last year, an initial attempt failed.

Senator Roger Chamberlain unveiled a comprehensive amendment which tightens the language of SF 1894. He discussed the changes at an informational hearing before the State Government Finance and Policy and Elections Committee.

The committee did not vote to advance the bill.

The Republican senator received pushback from problem gambling experts. Several advocates testified on the importance of creating mechanisms to aid compulsive gamblers across the state.

Northstar Problem Gaming Alliance Executive Director Susan Sheridan Tucker asked legislators to create a provision that would require the Minnesota Sports Wagering Commission to set aside 1 percent of gross gaming revenues from sports betting to compulsive gambling issues. Chamberlain admitted he inadvertently omitted the provision from an amendment to the original bill.

“We’re happy to do 1 percent,” he told SportsHandle.

The amendment also struck down a section that would have established a limit on the number of licenses the commission could grant to federally-recognized Indian tribes, as well as authorized racetrack licensees.

A prior version of the bill capped at five the number of sportsbook operator licenses for tribal casinos and two for racetracks. But some two dozen Minnesota casinos operate among the state’s 11 federally recognized tribes, along with Canterbury Park racetrack in Shakopee and Running Aces Casino, Hotel & Racetrack in Columbus.

The Minnesota Indian Gaming Association told the committee to examine the impact of sports betting in other states with a significant tribal presence. A bill passed last July in North Carolina authorized two casinos to offer legalized sports wagering, while legislators in Washington state are close to approving a bill that would approve sports betting on a tribal-only basis.

“Our position is unchanged. The Minnesota Indian Gaming Association continues to oppose the expansion of off-reservation gambling, including the legalization of sports betting,” MIGA Executive Director John McCarthy wrote in a letter to the committee.

Chamberlain does not want to limit access to the tribal groups, he added. If all 11 intend to pursue sports betting operations the bill will allow it. He favors mobile betting, but still expects to add language that would restrict bettors from placing wagers through online platforms.

“We certainly don’t intend to make it available to people sitting at their computers,” Chamberlain said.

Getting a joint bill to the Governor in time for football season may prove challenging, especially one the tribal groups accept.

“There are more important things to deal with but we can walk and chew gum at the same time,” Chamberlain said.

Wyoming House Nixes Sports Betting

Not every state has a smooth pathway to sports betting. The Wyoming House voted down a Rep. Tom Walter’s H 225 bill to legalize sports betting on February 28.

Walters told Legal Sports Report that many of the people voting against the bill oppose all forms of gaming.

“They felt that by providing a regulatory opportunity it was legalizing it,” Walters said. “I somewhat disagree in saying it’s not illegal but it operates in an underground world because we don’t have a regulatory framework in place.

Since the session ended for the year on March 6, the setback kills any hope for sports betting this year.

The bill as proposed would permit mobile and online betting as the only other avenues that exist for gambling are dog and horse racing tracks. The proposal would have taxed sports betting revenue at a rate of 16 percent with an initial license fee of $20,000 renewable for $10,000 annually.

The bill had no limit to the number of applicants for a sports betting license. DraftKings and FanDuel, which already offer daily fantasy sports in the state, pushed for the bill’s passage.

In addition to tracks, gambling in the state consists in unregulated video gambling terminals in bars.

If he is re-elected in November, Walters stated that he would try again next year.

“I think legislators will go home and their constituents will ask what happened with sports betting,” Walters said. “I think a lot of them don’t realize how much sports betting is taking place. When they get back and talk to their neighbors, they’ll be shocked by how much interest there is in this, and then next year they might be excited to put regulation in place.”

South Dakota Casinos Await Voter Approval

Casinos in Deadwood, South Dakota and eight tribal casinos in the state have moved a step closer to legal sports betting. The House voted March 3 to put the question on the ballot come November. The Senate approved the measure in February. The proposal would amend the South Dakota constitution to eliminate a ban against sports betting.

A similar effort failed in the House last year. But this time around, Governor Kristi Noem did not openly oppose the resolution, according to KELO.

If voters pass the measure, the legislature would decide how sports wagering would be managed. “It’s already happening. This is an opportunity to regulate it,” said Rep. Timothy Johns, a Lead Republican and sponsor of the resolution.

Rep. David Johnson, a Rapid City Republican, said Deadwood casinos’ taxes and fees benefit not just the town’s historic preservation efforts but Lawrence County’s treasury and state government’s general fund.

Rep. Tom Pischke, a Dell Rapids Republican, said as it stands now, Sioux Falls is a short 13-mile jaunt to a Grand Falls casino, across the border in Iowa, where sports betting is legal. Pischke suggested legislators could give a raise to Medicaid services providers, K-12 teachers and state employees, groups who won’t get more funding due to insufficient tax revenues coming in.

Rep. Bob Mills, a Republican from Volga, acknowledged that sports wagering probably wouldn’t become South Dakota’s most-addictive type of gambling. But it was one more opportunity for people to hurt themselves and their families and friends.

“Will we have video lottery machines in our lobby? Where are we going to say enough is enough? Haven’t we seen the destruction gambling does? In my opinion, we’re in the water up to our chin, and a couple more steps, we’re going to drown.”

FanDuel Livestreams NHL Games

FanDuel Sportsbook said March 2 it will offer livestreaming of National Hockey League games within its mobile wagering app. The offer is part of its partnership with streaming and data firm IMG Arena.

The app will include up to two livestreams each day through the end of the regular season. The games will be available for “customers who have a funded sportsbook account or placed a wager on the event.”

NHL deputy commissioner Bill Daly told ESPN that a deal like this was a natural progression of the league’s partnerships when it comes to sports betting.

“Once we made the jump to allowing our brand to be associated with sports betting companies, this was not a far leap. We’re supplying footage, we’re supplying feeds of our games,” he said.

FanDuel betting sites are available in New Jersey, Pennsylvania, Indiana and West Virginia, but that does not mean the most popular teams in those regions will end up streaming their games since FanDuel has to abide by local and national broadcast blackout restrictions. Instead, the streams will include out-of-market teams.

The FanDuel deal came together after IMG Arena obtained the rights to provide legal U.S. sports betting operators with livestreams of select games. That firm has been combining live games with live wagering in Europe for some time, mainly for soccer and tennis.

Tennis was FanDuel’s first foray into this space, having streamed the Australian Open for the past two years while offering in-match wagering.

“As we continue to innovate and expand nationwide, the ability to further enhance the live game and live betting experience is increasingly important to our customers,” said Niall Connell, general manager and senior vice president, FanDuel Group.

The NHL has secured deals with a handful of sportsbook partners. In addition to FanDuel, the league has agreements with MGM and William Hill.

The NHL’s deal with MGM will include access to puck and player tracking data once the league gets that system up and running, which could lead to a variety of different types of in-game wagers.

Will FanDuel go that route along with livestreaming?

“The player and puck tracking data is subject to a different agreement. We have baked that into our MGM agreement, but we haven’t baked it into any other agreement,” Daly said.

Beijing Proposes New Measures to Stop Online Gambling

China is stepping up its efforts to shut down the outlaw gambling websites operating in the country and deny them access in the future.

Minister of Public Security Zhao Ke Zhi has called for creation of a blacklist of sites, all of which are illegal in China, where gambling is banned with the exception of two state-sponsored lotteries, and said that increased scrutiny of financial transactions will be implemented to cut off the flow of gambling funds.

As part of the push, he also has called for “joint strike” operations in cooperation with the jurisdictions where most of the sites are located.

In countries like Cambodia and Malaysia, where China is a major trading partner and investor, police in 2019 conducted several raids targeting China-facing gambling sites. Cambodia outlawed online gambling last summer and has since closed dozens of casinos that hosted the operations.

However, in the Philippines, a major base for operators targeting China, President Rodrigo Duterte has declined to cooperate, saying it would cost jobs. In retaliation, Beijing last month canceled the passports of its citizens working for the businesses there. Those individuals, because of their suspected involvement in activity China considers a crime, are no longer able to leave the country.

Report: iGaming Up in U.K.

The U.K. Gambling Commission’s annual participation report revealed that 50 percent of respondents engaged in mobile gaming in 2019, a 6 percent increase over 2018.

The total number who gambled online rose 3 percent to 21 percent, and 56 percent of those had more than one online account. On average, each participant had an average of three online accounts, according to Gambling Insider.

Total gambling participation in Great Britain rose 1 percent, with 47 percent indicating they had gambled in the prior four week periods. However, that percentage declined to 32 percent when excluding those who only gambled on the National Lottery, the most popular activity. Football and horse racing ranked as the most popular sports betting wager.

Other survey indicators showed the percentage of those surveyed who saw a TV ad on gambling fell 3 percent to 51 percent. Trust in the industry declined, with 43 percent associating gambling with crime.

The report was based on quarterly telephone and online tracking surveys conducted by Populus.

NBA All-Star Game’s New Format Fun for Fans

The NBA All-Star Game turned out to be far from a defensive gem. The 157-155 score in favor of Team LeBron was not unexpected. But the format this year was.

Under the changes, every quarter turned into a separate mini-game for charity. Each time a team won a quarter, it earned $100,000 for charity. In the final quarter, teams played to a target score, instead of a 12-minute period. The fourth quarter also restored the point totals for the first three quarters to determine the winning score.

The targeted score for quarter four was 24 points, in honor of Kobe Bryant’s jersey number.

In the game, Team Giannis led 133 to 124 over Team LeBron after three quarters. Adding 24 points to Team Giannis meant the winning team had to score 157 points total. Team LeBron had to score 33 points to emerge victorious.

Got it? Team LeBron did. So did bettors.

“There was way more betting this year. Something with the way the teams were structured. It was one of the better All-Star games,” said Johnny Avello, director of sportsbook operations for DraftKings.

There was no drop-off in handle this year, said Nick Bogdanovich, director of trading for William Hill U.S., which operates a sportsbook at the Ocean Resort in Atlantic City. “I think the masses probably didn’t know about the rule changes, and the ones that did, it didn’t seem to bother.”

While the handle stayed steady, over-bets ended up on top, and William Hill took a hit on the game itself. Team LeBron was the favorite, and when it fell behind, the average bettor’s normal instinct would be to bet the better team to come back, and win at a plus price. And that’s exactly what happened, Bogdanovich said. “So I believe the general public had a very enjoyable three hours, they won a few bucks, and got a highly entertaining show.”

Even if the sportsbook did not come out on top.

“The last quarter was spectacular. Both teams wanted to win,” Avello said.

DraftKings made a little money on the three-point contest. Big money was bet on Jayson Tatum in the skills challenge, which included dribbling, shooting and passing.

“In-game wagers on the game itself went really, well especially on totals,” Avello said.

As for the same format for future All-Star Games?

“They gave away a lot money to charity,” Avello said. “There’s no reason why they would not do it again. The fourth quarter was something special.”

There might be some fans who may view this as an appealing introduction into the world of in-game betting, said Alex Donohue, sports gambling expert for the website Bet-NJ.com.

“Whenever there’s a big talking point in sports and among groups of sports fans,” Donohue said, “inevitably fans have an opinion, and when they’re legally allowed to bet, it’s an opportunity to express that opinion.”

DraftKings Partners with Resurrected Football League

The United States Football League went belly-up. So did the World Football League. The American Alliance of Football lasted only eight weeks a year ago. The Arena Football League had a nice run, but in the end, it too, cashed in its chips last year.

Now comes the resurrection of another upstart league trying to fill the void left by the end of the NFL season: the XFL. Vince McMahon’s plaything made it through a single season in 2001, but he’s brought it back for 2020. The league began play on February 8, with eight teams split into two divisions.

DraftKings believes the XFL will succeed this time around. Indeed, the company has struck a deal with the league to become an official daily fantasy sports partner and an authorized gaming operator of the XFL.

For DraftKings, the deal is a no-brainer, said Johnny Avello, director of sportsbook operations. “It’s football.”

What makes the new XFL a keeper? It’s fast-paced, up-tempo. It also has the financial wherewithal to insure the league completes its season and pays the players.

“With what I see so far, I’m optimistic,” Avello said.

Fantasy sports and legal sports betting have become an essential part of the fan experience, said John Scheler, senior vice president of Strategy & Business Development for the XFL. “This is a core business strategy for the league. We know that our early fan base is comprised of millennials who enjoy playing fantasy contests and betting on sports and our partnership with DraftKings will provide them more ways to connect to our game while allowing us to grow our audience.”

Avello was pleasantly surprised at the betting action for Week One, with the over/under, options and other wagering.

“The handle was comparable to what a baseball game would handle on a weekend. It’s nothing like the NFL, but it’s a very good start,” Avello said.

The fantasy sports end did well too, he said. “It exceeded expectations, we were told. Over and beyond what they thought.”

DeSalvio in New York: Lifting Catskills Resort Is ‘Job 1’

As a gaming executive with 40-some years in the business, Bob DeSalvio is used to moving around—from Atlantic City to Connecticut, from Connecticut to Pennsylvania, out west to Vegas, back east to Boston. He’s worked for big-gun gaming operations including Foxwoods, the Las Vegas Sands Corp., and Wynn Resorts, and most recently, served as president of Wynn’s $2.6 billion Encore resort in Massachusetts.

Over five and a half years, DeSalvio steered the massive Boston Harbor project through development, completion and launch. He navigated touchy investigations into misconduct allegations against company founder Steve Wynn. He briefly presided over talks to sell Encore Boston Harbor to MGM Resorts International.

Last November, when he left Wynn, DeSalvio hoped for a little time off, but a breather wasn’t in the cards. Almost immediately, he was tapped for another demanding leadership role, as president of Resorts World New York, a Genting operation.

In his new capacity, he’s responsible for two properties at opposite ends of the success spectrum: Resorts World New York City at Aqueduct, the most successful slots casino in the United States, and Resorts World Catskills, about 100 miles upstate, which has struggled since it opened in February 2018, and, under former owner Empire Resorts, teetered at the edge of bankruptcy.

Last fall, majority shareholder Kien Huat Realty and Genting Malaysia bought the rest of the Sullivan County resort, then recruited DeSalvio to help turn it around.

“I had hoped to take a little bit of a break (between jobs), but it didn’t work out that way,” said DeSalvio in a recent interview with GGB News. “Shortly after leaving Encore, I wound up getting a call from the Genting folks.”

He didn’t need much persuasion before signing on. “I knew the leadership team—the Lim family and Genting were behind the original notes the Mashantucket Pequot tribe needed to open the original Foxwoods, and over the course of my 10 years there, I came to know both KT Lim, the chairman, and Colin Au, one of the senior leaders of the company.”

DeSalvio saw the promise in their plan,” to leverage “the tremendous synergies between Resorts World New York City and the relatively new property in the Catskills,” to the benefit of the under-performing property.

As a bonus, the new role would also be a homecoming. DeSalvio grew up in northern New Jersey, has relatives in Brooklyn, and spent boyhood summers at his family’s summer home in the Catskills. “We love the Catskills. The idea of joining the company, leading these projects and looking after these two incredible assets seemed like a wonderful opportunity.”

So he pulled up stakes, relocated to Long Island, and hit the ground running, splitting his week between the two properties. “We had literally just completed (Genting’s takeover of the Monticello resort), and immediately launched into a transition plan for the Catskills, to marshal the resources of both properties and execute on the synergies” between the two.

He found that the Catskills marketing team “had already done an excellent job of getting a solid base of the local market. Our No. 1 mission is to get more people to come and see Resorts World Catskills, because when they come, they stick—and in our business, that’s half the battle. People on the east coast have been going to their favorite casinos for years; we’ve got to shake it up a little bit, get them to try something different.”

DeSalvio described the mountain property as “absolutely gorgeous, a 1,700-acre, campus-like setting with beautiful amenities: two different hotel products, a pool, spa, onsite sports betting, a really nice-looking casino.” Yet it had foundered since its debut, along with three other casino resorts— del Lago, Rivers and Tioga Downs—that were approved in 2014 to jumpstart upstate economies.

Last year, an unnamed Genting official reportedly said the company’s management expertise, plus cross-marketing with the New York casino, could lead to dramatic increases within the next 12 months—possibly quadrupling performance upstate. Is DeSalvio that optimistic?

“Who can really make those predictions?” he asked. “Without getting into numbers, let me give you a concept. As I mentioned earlier, we have great penetration in Sullivan and Orange counties, which are right on our doorstep. But when I looked at the northern New Jersey market—at Paramus, Bridgewater, Fairmont, Fern Rock, Passaic, Bergen County, Morris County—our penetration rate was very low, even though we’re the closest casino, the customers have a high propensity to game, and they have a high net worth.

“All this gives me reason to believe that, with proper marketing and promotion—making sure we tell our story—we can get those customers to go north instead of south, west and southwest. And that could move the needle very quickly.” The resort will also market heavily to Connecticut, and people who currently patronize Mohegan Sun or Foxwoods.

Frank Fantini, of Fantini Gaming Research, said the plan has potential. “Las Vegas Sands certainly showed they were capable of getting Asian players out of New York City, mainly out of Queens, to go to Sands Bethlehem,” he said. “There’s a precedent for tapping into New York City for a casino 70, 80 miles away. The combination of having the Catskills and New York City is amazing, if they can complement each other.” The upcoming Resorts World Las Vegas, due to open next year, “is going to be an incredible add to the portfolio.”

The New York City property has been a runaway success since it opened nine years ago, but even there, Genting isn’t resting on its laurels. It’s adding its first hotel, along with new restaurants and a retail component. It doesn’t hurt that nearby JFK International Airport is undergoing a major redevelopment, which officials project will increase traffic from 62 million passengers a year to 100 million.

“Opening 400 rooms, 10 minutes from JFK, will attract a whole new segment: the pre- and the post-flight visitors, a lot of business people,” said DeSalvio. “The rooms will be reasonably priced compared to New York City. For all these reasons, we think this is a game-changer. We’re full steam ahead with that.” The expansion is due to be complete this summer.

Meanwhile, sports betting has helped generate business for New York’s four upstate casinos, which are exclusively allowed to offer it, but only onsite, not on mobile. But DeSalvio isn’t overly territorial about the amenity.

“You can’t bet on mobile devices as of today, which means there’s lot of excitement about the onsite opportunity, and we’re hoping to see this continue now that football season is over. We love the energy it brings to the property. But while it’s wonderful to have it exclusively with three other places, the numbers tell the story. Look at New Jersey. The handle is now approaching 85 percent to 90 percent on mobile. The consumer wants convenience, and ultimately, if all the surrounding states have it and you don’t, that’s not good for New York. I think we’ll get there. It’s just a question of when and how.”

He said he’s been happy to see the boost that sportsbooks and two new casinos have brought to Atlantic City. “I always root for Atlantic City, I spent 18 years there. It was nice to see the addition of Hard Rock and Ocean, to see a real momentum change in New Jersey. Good for those operators. I like to see them have a good streak.”

He also speaks appreciatively of his five-plus years with Wynn Resorts, and is confident Encore will succeed, despite a sluggish start. “Like every other property, it will take some time to find its footing and build its customer base. Boston Harbor is a beautiful facility, and it was built for the long haul. I think over time, it will be extremely successful.”

Asked to sum up Genting, a global powerhouse with casinos and iGaming in Malaysia, Singapore, the U.K., the U.S., and elsewhere, DeSalvio said, “Our mission is to take care of our guest, anywhere they go in the world. If we take care of them, they’ll take care of us. It’s as simple as that.

“We have to talk to our customers and our employees, keep it simple, and remember that we’re in the hospitality industry.”

Visitation a ‘Mere Trickle’ as Macau Casinos Reopen

The majority of Macau’s casinos began reopening in phases late last week, after the government lifted a 15-day closure order. But the damage inflicted on business by the novel coronavirus is far from over.

Ten of the territory’s 39 operating properties chose to remain shuttered last week, under a 30-day grace period granted by the government. Those that reopened did so with only a fraction of their table games—around 1,800 of the market’s current inventory of 6,754.

They were under orders to space tables a safe distance apart, with no more than half of them in a given area permitted to operate at one time. No more than three to four players were allowed per table, to ensure they would not seated be next to one another. Gaming machines also were required to be spaced to ensure customers were not seated too closely.

Other safety measures include mandatory body temperature scans at all entries and exits for customers and staff alike, frequent cleaning and disinfection of gaming areas, and a requirement that all customers and staff wear face masks.

Spaced seating also is being implemented in employee cafeterias and break areas, so workers are dispersed rather than crowded in confined spaces.

The government also is restricting the flow of non-resident workers from mainland China, requiring 14 days of quarantine and a health certificate from authorities in the neighboring city of Zhuhai, while those returning from other destinations will need to undergo 14 days of observation in Macau at their own cost.

The government also is asking employers to help minimize cross-border travel by providing accommodations in the city. Ten casinos were still closed at the end of last week. The list included Galaxy Entertainment’s Rio, Waldo and President, Sands China’s Sands Cotai Central, Melco Resorts’ Altira and Grand Dragon, and SJM’s Jai Alai-Oceanus and Casino Taipa and Casino Macau Jockey Club. They may reopen at any time at their discretion.

At press time, they hadn’t indicated when that would be, although junket leader Suncity Group said it was reopening its VIP rooms at Altira and Rio this week, in addition to the 13 rooms it planned to reopen last week, according to local news reports. The other major junkets—Tak Chun Group, Meg-Star, David Group and Guangdong Group, among them—said they were resuming VIP operations as well.

As for the devastation that’s been visited on the market—the largest in the world in terms of annual gambling revenue—its eventual recovery is subject to a host of factors completely beyond the industry’s control. It depends almost entirely on what happens on the mainland, and how the government and its citizens respond.

Ninety percent of Macau’s visitation comes from China, where the SARS-like respiratory disease, now known as Covid-19, originated and where it continues to claim by far the most victims more than 74,500, 2,118 of them fatal, according to the latest from the South China Morning Post, citing statistics from the country’s National Health Commission.

As it stood last week, visitation from the mainland was “a mere trickle,” as brokerage Sanford Bernstein put it.

“Even with the casinos reopening, there will still be a dearth of customers,” the firm’s team of analysts wrote in a client note. “We currently estimate that hotel occupancy in Macau is around 10 percent-15 percent, with some customers staying over since Chinese New Year. However, the suspension of group travel and IVS visa issuance eliminates the largest source of customers. Until the suspensions are lifted, most mainland Chinese customers will not be able to enter Macau.”

In this regard, reopening the casinos is an “empty gesture” in the view of Nomura Instinet analyst Harry Curtis.

“The consensus among local operators is that there will be little material improvement in visitation, GGR and EBITDA until the IVS and tour group customers are permitted to cross the border, which may not normalize for another six weeks,” he said.

It’s the “biggest known unknown,” in the words of J.P. Morgan Securities (Asia Pacific), whose analysts are forecasting February gaming revenue to decline by more than 80 percent year-on-year, and March revenue by “well over 50 percent” as “meaningful disruptions” to travel are likely to continue.

The analysts said the fallout could push back the planned openings of several big-ticket resort projects, notably SJM’s Grand Lisboa Palace, Galaxy’s Galaxy Macau Phase III and Sands China’s Londoner.

A fair assessment of the financial risks was provided recently by debt experts Fitch Ratings, in an analysis of the U.S.-traded parent companies of four of the territory’s six licensees𑁋Las Vegas Sands, Wynn Resorts, MGM Resorts International and Melco Resorts & Entertainment𑁋whose revenues depend on Macau in varying but “significant” degrees.

“(Their) solid credit profiles should enable them to withstand this pressure,” the agency said. “Absent an unprecedented duration, we do not expect (the virus) to lead to widespread downgrades.”

But it’s not going to be pretty.

“Assuming first-quarter and second-quarter 2020 revenue from Macau declines by 50 percent and 25 percent, respectively, the combined hit to the four operators’ cash flow would be $2 billion, relative to about $11 billion of EBITDA and $1.3 billion of (forecasted free cash flow).”

Morgan Stanley analyst Thomas Allen has slashed first-quarter Macau EBITDA forecasts by 60 percent to $127 million for Wynn, $307 million for LVS and $87 million for MGM.

Fitch expects these impacts to be “temporary,” assuming the outbreak doesn’t last more than two quarters. If it does, and if “significantly greater revenue declines” occur, “the credit effects could be more profound.” There could also be severe effects on the economy of the region. And it could scare players away from the city, driving them to new venues or into black market channels such as online gambling.

The virus is impacting Macau casino workers as well. A division of the Macau Federation of Trade Unions, the city’s largest labor organization, conducted an online survey last week that revealed much trepidation among casino workers. After almost 1,700 workers responded to the poll, 53 percent said they feared losing their jobs. The vast majority of the respondents, however, said they were “very satisfied” or “satisfied” with the government’s response to the situation. Prior to shuttering the casinos, the Macau government elicited a pledge from the casino companies that wages would continued to be paid, but the fear remains.

Nonetheless, Melco Resorts & Entertainment has established a new MOP$5 million Special Aid Fund to assist workers in need during the outbreak of Covid-19, or coronavirus. Target beneficiaries of the fund include casino workers and self-employed people such as taxi drivers, coach drivers and tour guides, their families and more, Melco said, adding that it will work closely with the Macao Federation of Trade Unions (FAOM), t to identify eligible beneficiaries and distribute the funds.

If there was any good news last week it was that the spread of Covid-19 in China appeared to be slowing. Officials on Thursday reported the lowest number of new cases𑁋394, with 114 deaths𑁋since the city of Wuhan, the epicenter of the outbreak with a population larger than New York City’s, went into lockdown on January 23.

In Hubei, the province surrounding the city, the number of new infections had dropped for seven straight days as of Thursday. Infections outside the province had declined for 16 days. The number of recoveries nationwide had exceeded 16,000.

Outside China, more than 1,100 cases have been confirmed, according to the Post, including 15 in the U.S. There have been 11 fatalities: three in Japan, two in Hong Kong, two in Iran, and one each in Taiwan, South Korea, the Philippines and France.

Two weeks ago, Macau had reported 10 cases. The number hasn’t increased since.

Then there’s the bad news, which is that, despite the drop in the rate of new cases, the world should be prepared for the possibility that Covid-19 is here to stay. This is according to Wang Chen, president of the China Academy of Medical Science, who told state broadcaster CCTV last week that unlike its close relative, SARS, which also was highly contagious and potentially fatal, “This new coronavirus may become a long-term disease that coexists with humans, just like flu.”

With Macau hoping to dig out from under its effects sooner rather than later, analysts see a number of ways it can go. Allen, for one, expects gaming revenues to decline by 20 percent this year before rebounding by 20 percent next year, with VIP leading mass-market.

Sanford Bernstein’s team of analysts outlines three possible scenarios: The first is for gaming revenue to fall by more than 11 percent this year, and EBITDA to fall 12 percent to 26 percent. This assumes the virus “running out of steam reasonably quickly” and a strong rebound in gaming revenues in the second half. The second scenario, based on infections peaking by early summer, pushes a recovery into the third quarter, and estimates gaming revenue to drop around 21 percent and EBITDA by 33 percent to 42 percent. A “bear” case, assuming “severe disruption” lasting into autumn, with only a “slow and gradual” recovery in visitation, sees revenues plummeting by more than 40 percent year on year and EBITDA by more than 50 percent, possibly by more than 80 percent.

As they summarize it, “A fat-tail risk exists, which is twofold”: that a return to normalcy takes place over a longer period than currently expected, and/or China slides into an economic downturn that could get ugly if the government “does not stimulate or stimulus fails to temper the negative economic impact from the Covid-19 and confidence remains suppressed.”

At this point, it’s all still in the limbo of J.P. Morgan’s “known unknowns.”

Or as the Bernstein group put it, “As sell-side analysts, one of our key value-adds is to forecast what may very well be unforecastable.”

Tohono O’odham Casino Opens in Arizona

On February 19, a ribbon-cutting ceremony marked the opening of the new Desert Diamond Casino West Valley in Glendale, Arizona.

A project of the Tohono O’odham Nation, the $400 million, 1.2 million square-foot facility features more than 1,100 slot machines, 36 poker tables, and 48 blackjack tables, as well as five dining venues and a VIP lounge. The new facility replaces the interim casino, which had been operating since December 2015.

“This has been a long time coming,” Treena Parvello, the nation’s director of government relations and communications, told the Glendale Star. “We’re excited to finally unveil the next phase for this unique amenity in the West Valley, which is creating jobs and opportunities. This would not have been possible without the leadership of the Tohono O’odham Nation, and the guidance of the Enterprise Management Board.”

Glendale Councilman Ian Hugh called the Tohono O’odham “a nation within our borders” and saluted the “great relationship” enjoyed by the local and tribal governments. “We now have the largest casino in the state,” he said. “It’s going to bring in thousands and thousands of people,” as well as revenues for the municipality. The Tohono O’odham Nation “offered us $1 million dollars a year” to site the casino there, he said.

Desert Diamond Casino West Valley is just north of the Westgate Entertainment District, Gila River Arena and State Farm Stadium, and “ties in perfectly with the sports and entertainment district,” Hugh added. Beyond the monetary infusion, the casino draws tourism to the area. “I can’t keep track of all the hotels lining up to come here,” he said.

Ironically, Glendale fought the casino for many years, along with most of the tribes located in the Phoenix area. The Tohono O’odham, with its principal reservation located outside of Tucson, claimed the Glendale land as part of its heritage reservation, and spent much time and effort to establish its legality.

The Tohono O’odham Gaming Enterprise owns and operates four Desert Diamond Casinos & Entertainment locations in Southern Arizona—in West Valley, Tucson, Sahuarita, and Why. The new casino, located near Glendale’s sports and entertainment district, replaces a nearby temporary casino that opened in 2015 and offered slot machines but no table games, Native Business magazine reported. The temporary site employed 800 people; the new casino could employee up to 2,000.

The nearby city of Peoria also welcomed the new casino. “These large-scale attractions bring more people to the area, which In turn creates a positive economic environment for surrounding businesses,” said Rick Buss, Peoria’s director of economic development. “Although Peoria has not done a specific economic impact study on this project, we know prominent destination development will bring strong economic derivatives to the area and region. Peoria is happy to see the casino is enjoying great success in the West Valley.”

Preliminary plans for future phases of construction are already under way, said Smith, and include additional amenities such as a hotel, spa and convention center.

In 2018, the Tohono O’odham Nation purchased nearly 11 acres owned by the city near the casino property. “We purchased over 54 acres to build a casino, and also purchased 88 acres for future economic development,” said Nation Chairman Edward Manuel at the time. “This purchase makes our land complete for future development.”

Sintra Hoffman, president and CEO of the Western Maricopa Coalition, known as Westmarc, thanked nation leaders for their “commitment, dedication and tenacity.”

“From an economic development perspective, the Desert Diamond West Valley Casino just added an incredible amenity to the region that will also serve as a business attraction asset,” Hoffman said.

She said business is booming in Glendale, which she called “a great place to build a business. Fifty-five percent of growth in Maricopa County will be right here in the West Valley. We have our workforce, very talented. We have disposable income that continues to rise.”

The opening of Desert Diamond, she said, “will be taking entertainment to the next level.”

Sifting for Clues on Murren’s Successor

Who will succeed James Murren at the helm of MGM Resorts International? Not surprisingly, it’s become a question of enormous interest to the investment community.

“While we have no doubts in the board (of directors’) ability to locate and recruit a strong successor, we could see the stock potentially in a holding pattern in the meantime,” said SunTrust Bank gaming analyst Barry Jonas.

The company said a special committee of directors was being formed to conduct the search, but its membership was still a mystery last week.

“When we are able to release that information, we will,” spokeswoman Debra DeShong said in a recent e-mail to the Nevada Independent.

The board includes longtime members Alexis Herman, U.S. secretary of labor under President Bill Clinton, and Rose McKinney-James, who has held several government positions in Las Vegas and with the state of Nevada.

Then there’s activist investor Keith Meister, founder of Corvex Management, who owns around 3 percent of the company and joined the board last January. A long-time associate of corporate raider Carl Icahn, Meister is one of three directors manning a special committee charged with appraising the company’s real estate holdings and is reputed to have been a driving force behind the billions of dollars’ worth of deals on the Las Vegas Strip over the last several months that divested MGM of its ownership of Bellagio, Circus Circus and the MGM Grand.

Murren announced his resignation on February 12 and, according to the Independent, spent much of the next day in meetings with employees in Las Vegas explaining his decision to step down as chairman and CEO a year ahead of the expiration of his contract.

The 58-year-old’s tenure with MGM dates back to 1998, when he signed on as chief financial officer of Kirk Kerkorian’s MGM Grand Inc. after a successful career as an analyst with Deutsche Bank. He became chairman and CEO in 2008, on the eve of the global financial crisis, and managed to bring the Strip’s massive CityCenter resort complex to completion in the teeth of the Great Recession.

Murren is credited with spearheading MGM’s growth through construction and acquisition, leading the company into the burgeoning Macau market and helping position the company as a frontrunner for a megaresort license in Japan. In the U.S., he led expansion through a combination of large-scale greenfield developments—the $1.2 billion MGM National Harbor in Maryland and the $960 million MGM Springfield in Massachusetts—and strategic acquisitions in the Cleveland and greater New York City-area markets.

He also is recognized as one of the leaders in establishing Las Vegas as a major sports city through MGM’s co-development of the T-Mobile Arena, home of the NHL’s Las Vegas Golden Knights and the Las Vegas Aces of the WNBA.

But more recent years have been ones of turmoil for the company, starting with the October 2017 shooting deaths of 59 attendees of an outdoor concert on MGM land on the Strip, and the wounding of hundreds more by a gunman firing from a hotel suite atop the company’s Mandalay Bay.

The company’s response to the barrage of victim litigation did not cast it in the best light public relations-wise, although a settlement has since been reached that will resolve the claims with a payout of up to $800 million.

Early last year, under pressure from activist investors, MGM announced a corporate-wide cost-reduction program that’s resulted in the exits of several top executives and layoffs involving more than 1,000 employees.

This year opened with a major challenge as well, in the form of the viral outbreak in China that forced Macau’s casinos to close for two weeks, including two properties that are majority-owned by MGM. The contagion has brought visitation to the gambling hub to a virtual standstill.

Several analysts are saying they’d like to see Murren’s successor come with a strong gaming background. Some say ideally the search should include separate candidates for chairman and CEO. Among the Strip’s largest gaming companies, only MGM and Las Vegas Sands have combined those roles.

“It concentrates a lot of power with a single person,” Andrew Challenger said, vice president of national executive recruiters Challenger, Gray & Christmas, told the Independent.

However it plays out, a decision on the choice, or choices, might take months.

Challenger said the CEO turnover rate nationally was up 37 percent in January and of the 198 replacements tracked that month, 107 came from outside the company.

“This is a tough environment, and a lot of companies don’t have the talent on the inside waiting in the wings.”
