Sports Betting Companies Lining Up in Iowa

The Iowa Racing Commission approved five new agreements between sports betting companies and casinos in the state as changes in registration procedures are sparking new interest in the state’s market.

In January, the state will allow players to register for sports betting sites online, rather than just registering live at casinos.

prove five agreements with casinos during its meeting this month. Racing and Gaming Administrator, Brian Ohorilko says those companies are looking ahead to a change in registration rules.

“With the in-person registration requirement going away on January 1st, there has been some rekindled interest in this market, Racing and Gaming Administrator Brian Ohorilko told kiwaradio.com. “And so, there are a number of sports wagering companies trying to enter this market by reaching agreements with casinos.

Iowa casinos can have agreements with up to three different sports betting providers and Ohoiliko said more agreements are still being finalized.

“Whether it will be January 1st of February 1st — the market hear in this state will look very different in the next few months simply because of the high volume of new companies that we are going to see trying to compete for on-line sports,” he said.

Initially, the state required bettors to register at casinos to help boost attendance at the properties, but the state will now try a different approach.

Among the partnerships approved, Bally’s Corporation has announced a partnership with Elite Casino Resorts in Iowa, including Grand Falls Casino and Golf Resort at Larchwood, allowing sports fans in Iowa to access mobile sports betting licensed by Grand Falls.

Massachusetts Legislature Finishing Year Without Sportsbook Bill

The Massachusetts Legislature appears likely to end the year without adopting a bill that would legalize sports betting in the Bay State.

Nevertheless, a group of sports teams and gaming operators are calling on legislators to create a legal sports betting market as a way to stimulate the economy.

They include the Boston Red Sox, New England Patriots, New England Revolution, DraftKings, MGM Springfield, FanDuel and the PGA Tour, who sent a joint letter to the legislators negotiating on a jobs bill.

The letter declared, “Passing sports betting will protect and create jobs here in Massachusetts at a time when many companies have been forced to shrink their workforce. Massachusetts has already lost jobs that could have been housed here by not acting sooner on sports betting.” They claim the state could take in as much as $50 million annually in taxes. Lawmakers claim smaller numbers: $20 million. Governor Charlie Baker puts the figure in the middle, at $35 million.

They continued, “A legalized sports betting framework would not only allow us to preserve jobs, we fully anticipate that DraftKings, MGM and others will be creating additional jobs in Boston, Springfield and other regional hubs. Conversely, if sports betting is not passed, we anticipate that additional jobs will be lost and others still will be housed in states other than Massachusetts.”

They added, “To use a sports analogy, Massachusetts is collectively keeping our bat on our shoulder in the competition for additional jobs in the innovation economy.”

The Senate and House disagree on whether the jobs bill should include sports betting in the $46 billion 2021 budget. The Senate bill doesn’t have it. The House bill does. The House bill, passed 156-3, would allow DraftKings Sportsbook, FanDuel Sportsbook and two other providers.

Penn National and Wynn Resorts opposes this, arguing that the casinos have invested in Massachusetts and should be allowed to control any expansion of gaming.

Soon representatives of both chambers will meet in a conference committee to iron out the differences.

Senator Bruce Tarr, the Senate minority leader, had submitted an amendment to the economic development bill, as he did several months ago. His bill would allow retail and online sportsbook. His bill was rejected without a roll call vote.

However, Senate President Karen Spilka told reporters, “Right now, the focus is going to be on conference committees, resolving the budget, and COVID. We’ll see though.”

Senator Eric Lesser, the Senate chairman of the Joint Committee on Economic Development and Emerging Technologies and one of the conferees on the jobs bills committee, explained why: “This specific bill on this specific day, which we pointed out earlier in our session when debate began is about an emergency response economically to the coronavirus depression that we find ourselves in. At this specific moment, we need to hold.”

David Friedman, senior vice president of legal and government affairs for the Red Sox, said he thinks a sports betting bill is still possible this year. He told the Republican: “I think the leaders we have today in the House and Senate have proven their ability to tackle a lot of major issues and take steps that help the Massachusetts economy, and I have faith that these leaders are smart and talented enough and focused enough to get this done. We hope that they do.”

Ohio Sports Betting Running Out of Time

Sports betting in Ohio was the subject of a state Senate hearing, but no vote was taken on the measure.

Representatives from six major operators and industry group iDEA Growth submitted written testimony supporting legalizing online sports betting, but there was little public comment and no vote on the measure, according to reports.

Ohio’s legislature has been given until the end of the year to adopt a bill. The hearing was the third on legal sports betting by the committee.

According to CDC Gaming Reports, Ohio’s legislators favor statewide mobile sports betting, but there have been disagreements over what state agency should regulate sports betting and the tax rate.

The state Senate favors the state’s Casino Control Commission and the House favors the Ohio Lottery to regulate online sports betting. The current bill sets the casino commission as regulator and sets the tax rate at 8 percent, down from 10 percent.

Operators submitted testimony saying that online sports betting would provide revenue to the state now going to surrounding states that offer online gaming as well as unlicensed sites.

“Ohio residents currently have convenient access to illegal, unregulated mobile sports wagering sites such as Bovada and others,” wrote MGM International in written testimony. “However, they lack a legal, properly regulated alternative. Restricting a legal mobile market will not compel people into brick-and-mortar facilities or prevent them from wagering on sports; it will merely keep people on the existing black market.”

There are only six state House sessions and four state Senate sessions left in the calendar year for the bill to advance before the state sits a new legislature.

Bally’s Acquires Iowa Sportsbook Presence

Bally’s Corporation has signed a partnership deal to provide mobile sports betting licensed by Elite’s Grand Falls Casino and Golf Resort in Iowa.

Bally’s is acquiring sportsbook platform Bet.Works for $125 million, which provides omnichannel products, platforms, software and content solutions to operators in multiple states, including Iowa.

Once the acquisitions are completed, Bally’s will offer gaming in 11 states. The company is in the process of acquiring four casinos in three states and will eventually have 14 properties in 10 states. Iowa, however, is the first state where Bally’s does not have a brick-and-mortar casino and its presence is totally online.

Bally’s officials said that the company prefers to enter a jurisdiction through an owned casino property, but with the sports betting market growing quickly the online approach is a good move by the company.

George Papanier, President and Chief Executive Officer of Bally’s Corporation said: “We are delighted to partner with Elite Casino Resorts in Iowa. We currently operate sportsbooks in Rhode Island, Colorado, Delaware, Mississippi, and soon will be in Atlantic City, said George Papanier, president and CEO of Bally’s. “Entering the Iowa gaming market with our new, integrated sports betting and iGaming company is very exciting and we look forward to the launch in 2021.”

Pittsburgh Steelers, BetMGM Announce Partnership

The Pittsburgh Steelers announced that BetMGM, a leading sports betting and digital gaming company, is the team’s first gaming partner. The partnership features fan-focused assets such as presenting sponsorship of the Steelers Kickoff pregame show, as well as team broadcast programming, digital marketing assets, and in-stadium promotions and signage.

“We are excited to introduce BetMGM to Steelers Nation,” said Ryan Huzjak, vice president of sales and marketing. “Not only will BetMGM be elevating some of our existing platforms, but they will be introducing new and exciting opportunities to Steelers fans. We are looking forward to kicking off this partnership.”

As a partner of the Pittsburgh Steelers, BetMGM will have full use of Steelers marks and logos in communications across marketing, product, social media and digital properties. As part of the agreement, BetMGM will become an official sports betting partner of the Pittsburgh Steelers once their online sports betting product launches later this year.

Key details of the partnership include:

  • Presenting Sponsor of the Steelers Kickoff pregame show, which will now be titled Steelers Kickoff Presented by BetMGM;

  • TV commercial spot to run during the Mike Tomlin Weekly Press Conference on Tuesdays, Steelers Weekly on Saturdays, and Mike Tomlin Show on Saturdays.

“Steelers Nation is one of the most passionate fan bases in professional sports and we’re thrilled to bring the excitement of BetMGM to Steelers fans,” said Matt Prevost, chief revenue officer for BetMGM. “We’re eager to launch BetMGM’s gaming offering in Pennsylvania, and I can’t think of a better way to kick off our entry into the state than through this monumental partnership.”

BetMGM recently received a license to offer online casino and sports betting in Pennsylvania and is anticipating going live with casino gaming in the state within the coming weeks, pending regulatory approval. BetMGM’s offering will expand to include sports betting before the end of the year.

BetMGM First to Utilize ‘PlayPause’ Tool

BetMGM, the joint-venture iGaming partnership of GVC Holdings and MGM Resorts International, announced that its sports and iGaming app will be the first to utilize PlayPause, a responsible gaming tool developed by Conscious Gaming, a nonprofit subsidiary of GeoComply.

The system provides a tool for self-exclusion that carries from state to state as iGaming and sports betting expand in the U.S.

“A multi-state approach to responsible gaming is an important step for the industry and advances consumer protection in a meaningful way,” said BetMGM CEO Adam Greenblatt, according to CDC Gaming Reports. “We’re delighted to play a leading role in collaborating on this important and timely initiative.”

The BetMGM app has launched sports betting in seven states.

Norway’s Gambling Monopoly Declares Online Restrictions Stopped Pandemic Excess

Temporarily suspending some forms of gambling led to a decrease in risky behavior, according to a pair of reports issued by the Norwegian gambling monopoly Norsk Tipping. The reports covered March to May and May to July, using player patterns of low risk (green), medium risk (yellow) and red (high risk). Norsk Tipping felt vulnerable players would be a much greater risk beginning in March when the nationwide Covid-19 lockdown began.

The report found lotteries were gamblers’ preferred form of gambling. As usual, participation rose in March with the usual Easter spike, attracting players with more promotions and draws. Also, an unusually large jackpot attracted many more players than is typical.

Sports betting virtually disappeared as leagues and competitions were suspended due to Covid-19. Norsk Tipping stated it declined directly encouraging sports bettors to play other games considered to be high-risk, such as casino gambling. Wagerers who usually bet on football and hockey did not switch to esports and Belarusian football. Some did make the transition but many players simply vanished while sports were on hold.

Digital scratch cards and online casinos had slight increases in activity and online bingo was steady during the first phase, the report indicated. Land-based gaming was the most impacted by the Covid-19 closures, particularly Norsk’s Multix and Belago slot halls.

In phase one, March through May, the level of risk-taking decreased significantly, partially due to the closure of Multix and Belago gaming terminals. Norsk Tipping considers many of the players of these games to be in the red or high-risk category.

In the second phase, May through July, the report showed gaming patterns began to return to pre-lockdown patterns. Multix and Belago players began moving toward pre-lockdown levels of play, despite social distancing requirements.

Players and betting levels returned to sports betting as soon as it became available again. The number of red players increased, partly due to the Norwegian Elite Series and the Premier League taking place at the same time. Rates have returned to normal since then.

Red players of online casino gambling also increased in July, but that number also has since declined. Players had more disposable income to spend on nonessential items, according to the report.

Playtech Adds Affordability UK to IMS platform

London-based Playtech, the world’s largest online gaming software supplier announced this week it has integrated Affordability UK into its Information Management Systems (IMS) platform.

Affordability UK is a tool provided by eKYC (identity verification) and fraud detection specialists TruNarrative.

Playtech Chief Compliance Officer Ian Ince said, “As regulatory requirements around the sustainability and affordability of gambling become ever-more stringent, we want to ensure we can empower operators to meet these requirements and protect their players.”

He added, “TruNarrative’s specialist safer gambling services have quickly made them a core partner for Playtech – and now, with Affordability UK, we can offer a sophisticated, market-leading solution, backed by some of the most comprehensive data available. Backed by IMS integration, it can deliver a seamless experience for operators.”

This will enable the identification of patrons who may exhibit “unsustainable” playing behaviors. It will assist in writing rules and thresholds around “a player’s affordability data, transactions and behavior” including tracking player spending habits across several platforms.

It will, for example give insights into whether players can afford their bets.

This will further meet goals of the UK Gaming Commission as stated in the recent reforms of the 2005 Gambling Act.

TruNarrative CEO John Lord commented “Since partnering with Playtech earlier this year, we’ve been able to bring a vast array of specialist services to their customers, and we’re delighted to be adding Affordability UK to that list.”

Atlantic City Brings Back Live Entertainment

Like casinos in Las Vegas, those in Atlantic City are starting to bring back live entertainment within the framework of state-mandated restrictions to slow the spread of Covid-19. Headliners scheduled to play at the casinos this spring and summer either had their shows canceled or postponed for a year or more.

While top performers booked into showrooms and arenas pre-Covid are still a ways off, casinos are presenting smaller shows with lesser-known acts in rooms with occupancy and social distancing limits, according to the Associated Press.

Hard Rock will offer Motown-themed Christmas shows from December 11 to 30.

“Public demand is looking for activities, especially with outdoor temperatures keeping everyone inside,” said Hard Rock President Joe Lupo. “The large showrooms, with better air circulation and spacious seating, and less than 10 percent of normal (occupancy) can provide that safe and fun night out.”

Tickets will be sold as individual tables of two and four seats to ensure social distancing.

Harrah’s offered a series of outdoor concerts over the summer featuring rock and country cover bands with capacity topping off at 500.

Caesars has live music and bands every Friday and Saturday at its Wild, Wild West area, and Resorts has live entertainment at Bar One, also on weekends. Tropicana offers daily comedy performances at its Kiss Kiss nightclub.

New Jersey Approves New Dorm, Waterpark

The Casino Reinvestment Development Authority’s approval of a residential expansion for Stockton University’s Atlantic City campus comes as no surprise. Approval for a proposed waterpark at Showboat Hotel Atlantic City may raise some eyebrows.

CRDA approved a public-private partnership with Atlantic City Development Corp. and granted a $3.1 million loan for Phase II of the Stockton Gateway Project. This phase includes the construction of a six-story, 135,000-square-foot student residence hall to be constructed at Atlantic and South Providence avenues, across from O’Donnell Memorial Park.

The 416-bed dorm will complement the 533-bed Boardwalk residence hall and three-story academic building that opened in fall 2018. The $64 million project is scheduled to be completed by 2023.

The CRDA also through its support behind a preliminary determination of project eligibility for the 100,000-square-foot indoor waterpark and entertainment complex, slated to be built on the empty lot next to the former casino hotel. The agency attached an entertainment-retail district designation for the project, which will allow the developer and the authority to receive $5 million in sales tax rebates. The first $2.5 million will go to Showboat Renaissance LLC, and the second half will go to the CRDA.

Bart Blatstein, owner of Showboat and CEO/founder of Tower Investments Inc., said he expects to break ground on the project “as soon as we can.” He promised the attraction will bring families back to Atlantic City. The project includes an estimated $100 million waterpark, a family entertainment center and a renovation of the hotel’s existing Premier Light Tower.

Mayor Marty Small Sr. referred to the waterpark a “game changer” for a city that relies heavily on casino gaming and seasonal tourism.

“When you talk about adding options to our offerings as we transition to add more nongaming activities, family fun activities, this is it,” Small said. “This would be a big shot in the arm for the building trades. This would be a big shot in the arm for local jobs. And this should be a big statement that the city of Atlantic City is ready to go to the next level.”

CRDA Executive Director Matt Doherty said the project will help diversify Atlantic City’s economy, a focal point of the state’s continued oversight of the municipality. Before the project can formally begin, a public hearing will be conducted and the CRDA will have to grant final approval, according to the Press of Atlantic City.

“The CRDA believes the waterpark and family entertainment offerings will attract more local and regional visitors,” said CRDA Board Chairman Robert Mulcahy. “In addition, 617 new jobs in sales, management, operations, food service, construction, retail and other related positions will be created which will directly benefit the area’s joblessness and the local economy.”

In other business, the board approved a preliminary determination of project eligibility for the establishment of a women- and minority-owned business entrepreneurship center.

“The Atlantic City area currently has one of the highest unemployment rates in the U.S., and the joblessness is particularly concentrated in minority communities,” Doherty said. “This project would work towards the goal of achieving a significantly greater rate of women- and minority-owned business employment and entrepreneurship for those directly affected by the decline in the Atlantic City casino industry employment over the past several years.”

In addition, the board approved another allocation of funding for FeedAC, collaboration between the state, city, casino industry, labor unions and private investors, for more food distributions. The board approved spending another $185,000 toward the initiative. Since March, CRDA has allocated more than $800,000 toward community food assistance and social service initiatives as a result of the hardship on the area of COVID-19 business closings.

$1 Million Fishing Contest Comes to Atlantic City

A major fishing tournament with a $1 million prize purse will drop anchor in Atlantic City next summer. The tournament has taken place in South Florida each year.

Jimmy Johnson’s Atlantic City “Quest for the Ring” Championship Fishing Week—which took place each year in South Florida—will run July 12-17 at the Golden Nugget Atlantic City Senator Frank S. Farley State Marina, according to a release from competition officials and the Atlantic City Sports Commission.

“We are thrilled to be partnering with Fish Hard Events to bring this world-class event to our seaside destination,” said Larry Sieg, president and CEO of Meet AC and the Atlantic City Sports Commission. “We are well-positioned to host these types of outdoor sporting events that encourage new visitation and increase economic impact to our destination.”

The event will feature extreme competition and celebratory parties each night of the week for the teams and their guests and families, according to the Press of Atlantic City.

The week will include a kickoff party at the Golden Nugget Hospitality Village, a charitable celebrity pro-am day, a team dine-around night, where teams will eat at various official participating restaurants at select partner casinos around Atlantic City, and a closing awards bash hosted by presenting sponsor Hard Rock Hotel & Casino Atlantic City, with live entertainment.

General entry will start at $5,000 and be paid out 30 percent for white marlin, 30 percent for blue marlin, 30 percent for tuna, 5 percent for wahoo and 5 percent for dolphin, each paying the top two places, according to the release.

In addition to daily options in each species, a final optional entry category includes a winner-take-all, catch-and-release division, where 90 percent will be paid out to the winner and 10 percent will be donated to the Recreational Fishing Alliance. The alliance safeguards the rights of saltwater anglers, protects marine, boat and tackle industry jobs and ensures the long-term sustainability of U.S. saltwater fisheries.

The winner of the championship rings will be the team that brings home the largest amount of the purse across all categories, officials said.

Sponsors include the Atlantic City Sports Commission, Golden Nugget Atlantic City, Hard Rock Hotel & Casino Atlantic City, Contender Boats and Yamaha Outboards, and Papa’s Pilar Rum.

Twin River Now Bally Corp.

Twin River Worldwide Holdings is now trading under its new brand as Bally’s Corp.

The company spent $20 million for the Bally name and brand. New Jersey gaming regulators have also approved the company’s $25 million acquisition of Bally’s Atlantic City. The company plans to invest $90 million in an upgrade to the Boardwalk property. The Bally’s in Las Vegas will continue be operated by Caesars Entertainment and have no connection to Bally’s Corp.

“The company is implementing this name change as part of its unified branding initiative, which complements the considerable geographic growth and operational improvements the company has achieved this past year,” Bally said in a statement.

The company has been expanding its casino holdings and plans to apply the Bally’s name to most of its properties. Along with its Atlantic City acquisition, the company has three other deals in place to acquire a total of four resort-casinos in four states.

According to CDC Gaming Reports, the company is acquiring Tropicana Evansville in Indiana from Caesars in partnership with real estate investment trust Gaming and Leisure Properties for a combined $480 million. Bally’s is also paying $120 million for Jumer’s Casino & Hotel in Rock Island, Illinois, and $155 million for Eldorado Shreveport in Louisiana and the operations of MontBleu Resort Casino in Lake Tahoe, Nevada.

When the deals are concluded, the company will operate 14 casinos in 10 states.

“The Bally’s brand is core to our drive to become the first omni-channel gaming company to seamlessly integrate and operate physical casinos with digital solutions,” Twin River CEO George Papanier said last month.

Bally’s Las Vegas, owned by Caesars Entertainment, will continue to use the Bally’s name under a “perpetual license” negotiated as part of Twin River’s deal to secure the brand.

IRS Moves Closer to Declaring Fantasy Sports Betting

The IRS released a four page memo October 16 that concluded the money paid by a daily fantasy sports player to participate in a game represents the “amount paid for a wagering transaction.”

A related memo earlier this year indicated that daily fantasy sports companies must pay a federal gambling excise tax, according to Legal Sports Report.

The latest response opens a window into how the IRS thinks of daily fantasy sports in comparison to other betting on sporting contests.

The tax code permits taxpayers to deduct losses from wagers but only to the extent of wins via betting.

“Each DFS transaction is a pay to play competition with predetermined winnings for a certain number of participants,” the IRS stated. “The outcome of the competition turns on the overall statistical performance of live professional players assembled into the fantasy team. The winning participant receives a return of his or her initial bet along with wagering gains, while the losing participant walks away empty handed. This is consistent with the courts’ interpretation of the term ‘wager.’”

The new memo equates DFS with poker and other bets in which skill is a component. “As such, the argument that DFS transactions are excluded from wagering as a game of skill is unpersuasive.”

Sports events include mainstream sports, plus obscure activities such as billiards, cards, checkers, croquet, and tug of war.

“A contest is any competition involving speed, skill, endurance, popularity, politics, strength, or appearance, such as elections, the outcome of nominating conventions, dance marathons, log-rolling contests, wood-chopping contests, weightlifting contests, beauty contests, and spelling bees.”

In fantasy sports, the IRS said, players pay an entry fee to participate, with such fees generating the funds to pay off winners. Examples of activities not subject to excise tax include pari-mutuel wagering, slot machines, pinball machines, or video games.

The author of the latest IRS memo, attorney Amy S. Wei, makes clear that the advice in the memo “may not be used or cited as precedent.” Likewise, there are no publicly-announced tax prosecutions involving players or operators in the fantasy sports space. But it seems the IRS is making tax implications of daily fantasy sports a priority.

PODCAST with Tom Sykes and Bill Salerno, Partners, SOSH Architects

SOSH Architects is partnership of four very talented architects that started in Atlantic City around the time casinos were legalized. Therefore SOSH has become one of the go-to firms when casinos are looking for unique design for new properties or innovative ideas for expansions and renovations. Tom Sykes and Bill Salerno have been there for the entire ride and their perspective on casino design is second to none. And they both agree that the Covid-19 pandemic will change forever how casinos are designed and operated. They discuss ways casinos can make their customers feel more safe and secure and what the changes will look like. The spoke with Casino Connection Publisher Roger Gros at the SOSH offices in Atlantic City in early October.

Covid’s Second Wave Closes Some U.S. Casinos

Casinos in several states were closed or under more restrictions as a second wave Covid-19 surged across the country. The closures follow many European countries going into second lockdowns, shuttering casinos and betting shops. All of the closures had starting and ending dates, but there is no guarantee the lockdowns would expire if the cases of the virus do not decline during those periods

Below are the gaming developments connected to the surging cases of Covid-19 in the U.S. and around the world.

MICHIGAN

Michigan Governor Gretchen Whitmer ordered casinos and numerous businesses, schools, indoor entertainment venues and more to close on Wednesday, November 18 through December 8, under wide-ranging new restrictions aimed at containing surges in Covid-19 cases statewide. As the Covid-19 death rate was expected to reach 1,000 a week, Whitmer said, “We are in the worst moment of this pandemic to date. The situation has never been more dire. We are at the precipice and we need to take some action because as the weather gets colder and people spend more time indoors, the virus will spread, more people will get sick, and there will be more fatalities.”

Whitmer made the announcement following Michigan’s worst 7-day period the week of November 8, when 44,019 people were newly diagnosed with the virus and 416 died. Exponential growth of the virus is nearly four times higher than it was during the peak of the surge in early April. Hospitals said they are running out of room for Covid-19 patients.

Department of Health and Human Services Director Robert Gordon stressed the closures and restrictions are temporary. “The order lasts three weeks and at the end, if we all have done our parts, we will be in a better place. This is not forever. What will be forever will be the deaths of loved ones if we do nothing. If we act now, we can prevent our hospitals from being overwhelmed, our front-line heroes from being lost and we can prevent even greater consequences for jobs and our economy.”

Michigan is the first state to order casinos closed since March. Some casinos, since reopening, have voluntarily closed temporarily because of surges in Covid-19. Detroit casinos were among the last to reopen, on August 5, and were limited to 15 percent occupancy.

Six tribal casinos in the Upper Peninsula announced they will close and 18 will remain open. As sovereign nations, tribes are not forced to follow state orders. The Bay Mills Indian Community’s Bay Mills Resort and Casino in Brimley and the Sault Tribe of Chippewa Indians’ five Kewadin Casinos will close for the 3-week period.

The Hannahville Indian Community’s Island Resort and Casino in Harris will remain open with strict health and safety guidelines; entertainment, including live music and comedy, will be canceled until December 10.

The Little River Band of Ottawa Indians’ announced revised hours at its Little River Casino in Manistee—8:00 a.m. to 10:00 p.m. daily, with 25 percent occupancy. The restaurant, table games and alternate slots will be closed.

The Grand Traverse Band of Ottawa and Chippewa Indians also announced reduced hours at Turtle Creek and Leelanau Sands casinos. The Saginaw Chippewa Indian Tribe said its Soaring Eagle Casino Resort will remain open, as well as the Gun Lake Tribe’s casino, but the restaurants, sportsbook counter and table games will be closed.

The Nottawaseppi Huron Band of the Potawatomi’s FireKeepers Casino Hotel in Battle Creek will remain open with ongoing health and safety restrictions, including 20 percent occupancy, fewer gaming positions and no valet parking, poker, bingo or buffet.

The Pokagon Band of Potawatomi Indians’ Four Winds Casino in New Buffalo announced its Kids Quest children’s play area and Cyber Quest Arcade, both closed on March 17, will not reopen.

Unfortunately online and mobile sports betting, although legalized last year, have not yet launched. The legislature’s Joint Committee of Administrative Rules has had the rules since October 8 but none of its 10 members have commented on them. There are not enough legislative days left to get the regulations passed, meaning the process will restart when both chambers reconvene next year.

However, FanDuel and DraftKings are hoping to get a jump on sports betting business in Michigan. Fan Duel is offering bettors who register in advance $100 in free bets, with half going to mobile bets and half to online bets. DraftKings is offering bettors $200 in free bets, also split equally between mobile and online bets.

ILLINOIS

Illinois Governor J.B. Pritzker ordered casinos and video gambling terminals in restaurants and other venues to close on Friday, November 20 until further notice due to a surge in Covid-19 cases. Before announcing the new restrictions, Pritzker extended for the fifth time the executive order allowing remote registration for sports betting accounts. Under state law, wagerers must register within the first 18 months of legalized sports betting in person to be able to bet online or via smartphone. Pritzker temporarily removed that requirement in June as casinos remained closed due to Covid-19. He has since extended the order several times; this latest extension is expected to last at least until December 12.

The extension of online sports betting registration is bound to help as gambling venues close again for at least one month. It’s the second time Illinois’ 10 casinos and other gambling establishments have been ordered to close to help contain the spread of the coronavirus. Pritzker ordered the closure of all non-essential businesses in March when the virus first hit. The state’s casinos were allowed to reopen in early July at half capacity.

Operators affected by the new orders include Caesars Entertainment and Penn National Gaming, which each operate three Illinois casinos; Boyd Gaming and Rush Street Gaming, which each operate one; DraftKings, which has licensed its name to the operators of Casino Queen; and the privately held Jumer’s, which soon will be acquired by Bally’s Corporation.

The new orders also include the 37,459 video gambling machines in 7,135 locations around the state, including bars, taverns, restaurants, convenience stores, fraternal lodges, gas stations and truck stops. Penn National and Boyd own slot machine route operations in Illinois that service the locations.

Indoor dining and bar service already are banned in Illinois. The new orders also require hotels to limit room occupancy to registered guests and shut down event and meeting spaces. Hotel fitness centers will be required to operate with reservations only and at 25 percent capacity.

Performing arts centers, museums, bowling alleys and movie theaters that have been open with occupancy limits and mask requirements also must close. Outdoor group activities may continue for 10 or fewer people with reservations and mask requirements; indoor sports will be put on hold. Funerals will be limited to 10 family members. The new rules also require all office workers to work at home if possible.

Announcing the closures, Pritzker said, “We will continue to see a rise in both hospitalizations and deaths from Covid-19 for weeks ahead because of the infections that have already happened. But we can change our longer-term outcome. We can save potentially thousands of lives in the next few months if we make changes right now to stop this in its tracks. This is not a stay-at-home order, but the best way for us to avoid a stay-at-home order is to stay home.”

Sports betting launched in March but operated only for one week before the pandemic forced non-essential businesses to close. Pritzker’s June order allowed locally licensed operators to offer mobile betting. Then the reopening of sportsbooks also helped the young industry take hold as Illinois bettors could place wagers on sporting events at seven casinos, one horse racetrack and several wagering apps.

According to Illinois Gaming Board numbers, the state’s retail and digital sportsbooks took in $305.2 million in bets in September, more than doubling their August handle of $140.1 million, making the state the fourth to surpass $300 million in sports bets in a single month and the first to reach that milestone so soon after launching. The majority of bets, around 97 percent or $283.1 million, were placed via the state’s five online sportsbooks.

PlayIllinois.com Lead Analyst Dustin Gouker said, “Illinois’ launch in July came just as U.S. major sports returned to action, and that may have helped hypercharge the market. Pent-up demand is expected to fuel a new market, but Illinois has been able to capitalize on the additional demand that has been unleashed after sports were shut down this spring. It’s been a perfect storm for sportsbook operators.”

BetRivers sportsbook at Rivers Casino in Des Plaines led the market once again in September with $112.7 million in overall handle, or 36 percent of all bets, which included $98.6 million in online wagers. DraftKings sportsbook at the Casino Queen in East St. Louis posted $98.3 million in bets, including $95.9 million online, and FanDuel sportsbook at Par-A-Dice Casino in East Peoria was third with $78.6 million in bets, including $78.4 million online. PointsBet sportsbook at Hawthorne Race Course in Stickney and William Hill sportsbook in Grand Victoria Casino in Elgin opened after the month was nearly half over. FanDuel also recently announced it will partner with Fairmount Park Racetrack in Collinsville, which will be rebranded to FanDuel Sportsbook and Horse Racing; the company will transfer its sports betting license from Par-A-Dice Casino in Peoria to Fairmount.

PlayIllinois.com Analyst Jessica Welman said, “DraftKings and FanDuel will continue to put pressure on BetRivers, which has really taken advantage of its early start in the market. That should be an interesting race to watch over the next few months. The bottom line, though, is that the more top-flight operators that launch, the healthier and more mature the market will become.”

COLORADO

Just as it looked as though cresting Covid cases could close casinos in Teller County, Colorado— at virtually the last minute state health officials Monday November 16 carved out an exception to Safer at Level Home Level 3 (Orange) for casinos.

Until then, the Colorado Department of Public Health and Environment (CDPHE) planned to close casinos in Teller County, one of two counties that offer casino gaming (Gilpin is the other.) Instead CDPHE advised the Teller casinos that they will be treated as indoor events, with occupancy levels capped at no more than 50 people per room or no more than 25 percent of the room’s maximum occupancy. There are other restrictions as well, with alcohol sales curtained earlier.

Teller County had 391 Covid cases and four deaths, as of November 15 while Colorado had 159,234 cases and 2,234 deaths for the same period.

When the Teller County Board of County Commissioners heard that the state was planning to close casino, they responded with this statement: “Moving to Orange will affect all of Teller County but especially the casino industry in Cripple Creek. Casinos have been singled out in the Public Health Order as the only industry required to close under the Orange designation with the exception of alcohol only bars.”

The board pointed out that only 5 percent of Teller’s total Covid cases could be traced to the casino area. It declared, “The casinos in Cripple Creek have done an exemplary job of compliance to COVID-19 state regulations. Their protocols, sanitation, temperature checks, and response to a small outbreak have all been handled effectively and expeditiously. Public safety is critical as is economic vitality and sustainability.”

The argument apparently worked. Health officials, the Colorado Gaming Association and staffers from Governor Jared Polis’s office worked to come up with a protocol that would allow the casinos to remain open.

In Gilpin County, which includes Black Hawk and Central City, table games, which had been operating for about two months, were closed on November 13. The County was moved from Protect Our Neighbors, the yellow, least restrictive status, to Level Orange. Table games never were reopened in Teller County, even after the June 15 reopening.

CDPHE notified Gilpin officials that it was taking a graduated approach with restrictions but “reserves the right to move the county to a more restrictive level at any point” if the surge worsens.

Peggy O’Keefe, executive director of the Colorado Gaming Association, commented, “While we are disappointed that table games will be closed, we will work with the Health Department and hopefully get to a point where tables can open.”

In a separate but related development, Monarch Casino & Resort Inc. announced that it had received a Temporary Certificate of Occupancy from the city of Black Hawk for floors 1-13 of its 23 story hotel tower. The first phase of the expansion was due to open to the public on Thursday, November 19.

Phase I includes 250 rooms, an expanded casino, three restaurants and a convention space. The rest of the expansion, floors 14-23 are slated to open before the end of the year. This will bring the total number of rooms to 516.

NEW MEXICO

Reacting to a second Covid-19 surge New Mexico’s Governor Michelle Lujan Grisham has imposed near lockdown conditions on residents and businesses, including casinos.

The restrictions are the most far-reaching since the pandemic began in March. Most residents, especially “non-essential” workers are asked to stay home.

Most of New Mexico’s 26 tribal casinos, being operated by sovereign nations, are not required to follow state directors, but are staying open with health and safety protocols employed.

Some have closed for at least two weeks, including the Buffalo Thunder and Cities of Gold Casino, both operated by the Pueblo of Pojoaque. The Navajo Nation’s four casinos remain closed and probably will stay closed now that the nation has reissued its own stay-at-home order.

Navajo President Jonathan Nez said, “We cannot put a price tag on the health, safety, and lives of our Navajo people. Revenues do not outweigh the precious lives of our elders, children, and gaming employees.”

Another casino that has closed for at least two weeks is the Isleta Resort & Casino. Isleta Pueblo Governor Max Zuni commented, “Isleta is concerned about the recent spike in Covid-19 cases within our state,” adding “We want to encourage the public and our team members to stay home for a short time to help flatten the curve and to be a good community partner.”

Also closing was the Santa Ana Star Casino Hotel.

The Route 66 Casino Hotel has been closed since October 25 when 13 infections were discovered among employees.

PENNSLVANIA

After four consecutive days of record positive Covid-19 cases, Pennsylvania health officials are weighing tighter restrictions on casinos.

While the city of Philadelphia ordered Rivers Casino to close Friday and not reopen until at least January 1, a spokesman for the Pennsylvania Department of Health said that there are no plans to return to closures similar to last spring, when officials used a color-coded system to determine what business could reopen after a statewide lockdown—casinos only were permitted to open if their locations were declared in the “green” zone, meaning positive cases were low enough to allow safe operation with mask mandates, limited capacity and other restrictions in place.

“There is no plan at this time to return to the red, yellow, green mitigation steps and stay-at-home order that occurred in the spring,” the spokesman told Play Pennsylvania.

“We currently have protections in place, like wearing a mask and limits on large gatherings. Pennsylvanians can stop the spread. It is all of our responsibility to do the right thing.”

The city of Philadelphia ordered Rivers Casino Philadelphia to close as of last Friday, November 20, and not reopen until at least January 1, as the city tries to slow the surge in a second wave of Covid-19 cases.

The city issued new “Safer at Home” restrictions that place casinos under the category of “business and activities that are not allowed.”

“We may be tired of Covid, but Covid’s not tired or us,” Philadelphia Health Commissioner Dr. Tom Farley told the Play Pennsylvania news site.

“Strains on our hospitals are already showing,” Philadelphia Mayor Jim Kenney told the site, noting that hospitalizations have jumped 600 percent in the last seven weeks. “We do not take any of this lightly. Believe me, more than anything in the world I wish none of this was necessary. But there is no doubt these changes are necessary. We need to act now to reduce the rate of increase and flatten the curve once again.”

Rivers, owned by Rush Street Gaming, is currently the only casino within Philadelphia city limits. Live! Hotel & Casino Philadelphia is slated to open early next year. Nearby casinos include Harrah’s Philadelphia in Chester, Valley Forge Casino in King of Prussia and Parx Casino in Bensalem.

The city also returned Covid-19 restrictions to the NFL’s Philadelphia Eagles, which will not allow fans to attend games at the team’s Lincoln Financial Field during the period of the restriction.

NEW JERSEY

Atlantic City casinos appear to be dodging a second round of closures primarily because of safeguards in place to deter the spread of Covid-19.

New Jersey Governor Phil Murphy said there is no evidence that casinos, which have been operating at a limited capacity, have contributed to rising Covid-19 cases in the state during what is being called a national second wave of the virus.

“We believe, based on the evidence that we have, that they’ve been able to responsibly manage their casino floors,” Murphy said during a briefing with other state officials. “Whether it’s through (personal protective equipment), whether it’s through dividers, capacity management, temperature checks, review of symptoms checks with people who go onto the floor, which is happening in all the casinos … there is not any evidence that there is either bad management of the floor or that there is a big outbreak coming from participating on the floor.”

Murphy made the statement answering a reporter’s question which noted that Philadelphia casinos are closing during the new outbreak.

Atlantic City casinos were closed from March 18 to July 2 during the first wave of Covid-19 cases, which hit especially hard in the Garden State.

During the briefing, it was also revealed that some Atlantic City businesses have violated Covid-19 restrictions, but they were not casino related. One example was a restaurant that exceeded capacity restrictions.

INDIANA

Although Indiana casinos have no plans to close due to surging Covid-19 cases and hospitalizations, some venues are revising safety and health policies and procedures in accordance with Governor Eric Holcomb’s recent executive order. Holcomb’s order allows local governments to may impose more restrictive guidelines and casinos may implement stricter policies and procedures than the gaming commission requires.

One of the new rules requires casinos to designate a socially distanced eating area, located apart from the gaming floor and walking paths. Commissioners said this will make sure everyone in the gaming area is wearing a face mask, except for people eating and drinking in adjacent restaurants.

The new guidelines also require casino managers to work with their local health department to ensure they are following best practices for preventing the spread of Covid-19.

In addition, if a county attains the highest red designation, the occupancy limit at any casino in that county will be reduced from the current 50 percent to 15 percent within 24 hours. Currently, Lake and LaPorte counties–home to Northwest Indiana’s five Lake Michigan casinos–both are designated as orange, just one step below red.

Casino patrons or employees with concerns about Covid-19 safety rules at casinos may file a complaint with the Indiana Occupational Safety and Health Administration through the Indiana Department of Labor website, in.gov/dol.

NEW YORK

Starting November 13, New York State’s four casinos and eight racinos are required to close at 10:00 p.m. under new rules in response to a surge in Covid-19 cases. The New York State Gaming Commission issued the mandate based on an executive order from Governor Andrew Cuomo. New York Gaming Association President and Executive Director Michael Kane said the closures will extend into the “foreseeable future.”

Cuomo also said bars and restaurants must close “in-person” service from 10:00 p.m. to 5:00 a.m. daily, starting November 13. Kane clarified those closures also applied to casinos and racetracks. Cuomo indicated the state could implement tighter restrictions if necessary, including prohibiting all indoor dining.

Cuomo ordered casinos and other non-essential businesses to close in March due to Covid-19. Later he allowed some businesses to reopen but casinos remained shuttered until September 9, and only were allowed to open at 25 percent capacity. The governor stipulated other safety measures, including mandatory masks for staff and patrons and plexiglass dividers at table games.

ONTARIO

Toronto casinos that expected to re-open this month will stay closed under Ontario’s Covid-19 restrictions.

The Province’s Medical Officer of Health Dr. Eileen de Villa said meeting and event spaces, casinos, bingo halls and other gaming establishments would all have to close along with indoor dining.

The Great Canadian Gaming Corporation announced it will delay reopening its casino Woodbine under the new edict.

“Casino Woodbine will no longer reopen on November 14, 2020 as a result of the City of Toronto’s announcement on November 10 that certain businesses, including casinos, will be required to remain closed as part of the effort to prevent the spread of COVID-19 in the City.” The company said in a press release. “It was previously announced by the company on November 4, 2020 that Casino Woodbine would be reopening on November 14, after it suspended operations for the second time on October 9, 2020.

“The casino operations at the company’s other ten properties in Ontario are not impacted by the City’s announcement and remain open,” the release said. “Great Canadian is committed to providing a safe environment for both its guests and team members and introduced significant health and safety protocols as part of the reopening of the Company’s properties in Ontario and New Brunswick on September 28, 2020, followed by its properties in Nova Scotia on October 5, 2020. Great Canadian will continue to support the efforts of provincial and regional governments, public health authorities and Crown partners in preventing the spread of COVID-19.”

Other venues to shut include Dolphin Gaming, a bingo hall located in the province of Ontario, east of Toronto, Delta Bingo and Gaming St. Clair and Delta Bingo Downsview, according to local reports.

CYPRUS

The Cyprus-based subsidiary of Melco Resorts & Entertainment has announced that Cyprus Casinos Limassol and Cyprus Casinos Pafos will be closed until November 30 due to a resurgence of Covid-19 cases.

The Nicosia and Ayia Napa resorts will remain open, however, but with reduced operating hours and with strict safety measures in place.

“Valued Customers, with utmost priority the safeguard of your health and a sense of responsibility, Cyprus Casinos Limassol will be closing at 5pm on 12th November while Cyprus Casinos Pafos will be closing at 3pm, as they will be suspending their operations until 30th November, according to the emergency governmental measures,” the company said in a press statement. “We continue to maintain strict hygiene standards to ensure a safe and enjoyable gaming environment for everyone.”

The announcement comes after the Cyprus government placed the southwest area of the island under a strict 19-day lockdown earlier this week, in a bid to reduce infection rate across the country.

SCOTLAND

Scotland’s betting shops have been ordered closed under rising Covid-19 restrictions until December 11.

About 500 betting shops will close in Scotland, bringing the country in line with Covid 19 restrictions now affecting most of the UK.

Scotland’s First Minister Nicola Sturgeon said the country has moved to “level 4” restrictions in the face of a second wave of thee corona virus. Under the restrictions, all non-essential shops, pubs, restaurants and all other hospitality across 11 authorities will be forced to close until December 11.

“Stubbornly high prevalence means that we might have less flexibility to offer some limited and careful easing of restrictions over the Christmas period which we are very keen to do,” she said in a press statement. “Moving to Level 4 restrictions for a limited period in some areas, while not a decision we would ever take lightly because of the wider economic and social impact, would help us to address both of these concerns.”

“The clear advice of our public health experts therefore is that we must drive infection rates down further in these areas, and they are not confident that Level Three restrictions will do this to the extent necessary,” she said.

A spokesperson for the Betting and Gaming Council told SBC News that the council supports the closures.

“Nevertheless, it is extremely disappointing for staff and customers that betting shops in these council areas will now unfortunately have to close, not least because of the excellent anti-Covid measures which have enabled them to operate safely since they re-opened in the summer,” the spokesman said. “We hope that the shops will be able to re-open as soon as possible so they can go back to contributing to the economy.”

Meanwhile, the Netherlands’ state-owned casino operator has reopened 14 land-based venues after two weeks under lockdown due to rising Covid-19 cases in that country. Safety measures in place include social distancing and increased sanitation measures and will continue to apply.

Casinos in France, Germany and Italy remain closed as governments in those nations continue to use lockdown restrictions as a way of bringing cases of Covid-19 under control.

Cordish Opens Live! Casino Pittsburgh

Live! Pittsburgh is the first of two Cordish Pennsylvania projects

Officials of Cordish Companies and its Pennsylvania subsidiary Stadium Casino held a ribbon-cutting ceremony last week to officially open the $150 million Live! Casino Pittsburgh, a 100,000-square-foot Category 4 casino located in a former Bon Ton anchor store of the Westmoreland Mall in suburban Hempfield Township, about 35 miles from downtown Pittsburgh.

The casino is the Category 4 satellite facility to Live! Hotel & Casino Philadelphia, slated to open early next year in Philadelphia’s Stadium District, home to all of the city’s professional sports teams.

The casino is the first project in Pennsylvania to open under the Category 4 designation, created under the state’s 2017 gaming expansion law. Category 4 casinos, commonly called mini-casinos, are restricted to 750 slot machines and 30 table games upon opening. An additional 10 table games can be installed via petition after opening. They must be linked to the license of a current Category 1 (racino) or Category 2 (stand-alone) casino.

The ribbon-cutting was held for invited guests, and was followed by a “soft opening” meant to test games, systems and procedures. The casino will officially open to the public tomorrow, November 24.

Live! Casino Pittsburgh expands the Live! Casino brand in the Mid-Atlantic region and into Pennsylvania for the first time.

Cordish Companies principal Jon Cordish, Managing Partner Joe Weinberg and Cordish Gaming Group President Rob Norton were joined at the ribbon-cutting ceremony by incoming state Senate Majority Leader Kim Ward and state Rep. George Dunbar. Also in attendance were Westmoreland County Commissioners Sean Kertes, Douglas Chew and Gina Cerilli, members of the Hempfield Township Board of Supervisors, and numerous business and community leaders from the region.

“Live! Casino Pittsburgh is a world-class destination that will set the gold standard for gaming, dining and entertainment in the region,” said Jon Cordish. “As a family-owned business for over 100 years, today marks an incredibly special day for my family and for the Cordish Companies as we expand our Live! Casino brand into Pennsylvania for the first time. I’d like to thank Senator Ward, Representative Dunbar, county commissioners and local officials for their unending support of this project.”

As part of the Cordish Companies’ ongoing commitment to the community, Cordish officials presented checks for $15,000 each to the Westmoreland County Food Bank and to Sage’s Army. The donations, intended to provide hunger relief and assist with substance use disorder in the region, were generated from test nights held by the casino in preparation for its opening night.

“The Cordish Companies has long embraced a culture of giving and community service,” said Zed Smith, chief operating officer of the Cordish Companies. “Giving back to the communities where our projects are located and where our team members live and work is of upmost important to us. We will continue to explore ways to serve the Westmoreland County Food Bank, Sage’s Army and other community organizations that make Western Pennsylvania so special.”

Opened only one year after its groundbreaking, Live! Casino Pittsburgh will provide the region $188 million in annual economic impact, an additional $148 million in economic impact from construction, and $47.5 million in tax revenues, according to company projections. The facility will provide more than 500 permanent new jobs for local and regional residents.

“To be creating hundreds of new permanent, well-paying jobs at this particular point in time is a real testament to the value this project is bringing to our region,” said Ward at the ribbon-cutting. “I look forward to how the casino opening will bring renewed life to the Westmoreland Mall, which has struggled under the recent Covid-19 restrictions and is a critical part of the commercial economy in Westmoreland County.

“Live! Casino is a first-class property and completely exceeded our expectations. Every step of the way, the Cordish Companies has done exactly what they promised to do. They have been a terrific partner and we are excited to welcome them to Pennsylvania.”

In addition to 750 slots and 30 table games, Live! features a FanDuel Sportsbook. Located exclusively on the ground level, the casino is strictly for guests 21 and over. The second level is available to guests of all ages and provides a host of entertainment and food options, including live music and non-casino games. Live! Casino also features incredible access and parking, with over 6,000 surrounding surface spaces and more in the Westmoreland Mall parking garage.

“From day one of the conversation about bringing gaming to Pennsylvania, I have advocated for a property like Live! Casino because of the value it brings to the community in terms of jobs and tax revenue,” said Dunbar. “At a time when good news and opportunity are hard to come by, the Cordish Companies is making it happen here. We are grateful for their partnership, and we look forward to fulfilling all the promise this property brings to the people of Westmoreland County.”

A lineup of stellar dining opportunities at Live! Casino will include two premier concepts, Guy Fieri’s American Kitchen + Bar and Sports & Social Steel City.

In addition, the property will also feature a PBR Country Bar, PBR Pittsburgh. Slated to open next year as part of a second phase of openings, PBR Pittsburgh will bring an authentic country experience to the region.

Management is still hiring for a variety of jobs, including experienced table games dealers, slot technicians, restaurant servers and more. People can apply for positions online and learn more about the company and its culture by visiting WorkAtLive.com.

To prepare for opening, Live! Casino has developed a comprehensive “Play It Safe” plan, an enhanced health and sanitation program that allows for ample social distancing, reduced occupancies, and vigorous hygiene and health measures for all guests and employees.

Key components of the plan include the installation of the state-of-the-art Atmos Air Bi-Polar Air Purification System within the HVAC system to treat and clean the air in the facility, including any virus particulates. The system is designed to perform 12 air changes per hour throughout the casino floor, which is more than twice the frequency of most commercial buildings.

The plan follows guidelines and recommendations from federal and state public health officials, along with best practices for the gaming and hospitality industries focusing on masking, temperature checks, social distancing, and repeated cleaning of high-traffic areas, slots machines and table game equipment.

Elaine Wynn Departs Company She Co-Founded; Ex-Husband Steve Wynn Cleared

For the first time in its history, Wynn Resorts will not have someone named Wynn on its board. Last week, Elaine Wynn withdrew a request to the Nevada Gaming Control Board for a waiver that would have allowed her to continue on the board. Wynn Resort has an age limit to serve on the board, which Elaine Wynn passed earlier this year.

Although no longer in management, Wynn remains the largest shareholder of Wynn Resorts stock, owning almost 9 percent of the company. She founded the company in 2002 with her then-husband Steve Wynn, who was forced out of the company, selling all his stock, in 2018 following allegations of sexual misconduct with employees. Steve Wynn denied the allegations and nothing has ever been proved in court. The couple divorced in 2010 (for the second time) in a bitter split that saw Steve marry a much younger Andrea Hissom.

Last week, a Nevada judge ruled that state regulators could not move forward with their plans to permanently ban Wynn from the industry and impose heavy fines because they have no jurisdiction over him. When he exited the company he co-founded, he surrendered his gaming license as well.

Clark County District Court Judge Adriana Escobar’s said gaming regulators could no punish Wynn after his departure from the company.

“Because (Wynn) has no material involvement, directly or indirectly, with a licensed gaming operation, this court finds that respondents have no jurisdiction to impose discipline or fines against him,” Escobar’s ruling said.

As for Elaine Wynn, her departure signals the end of her control over the company. In 2019, she engineered the appointment of former Harrah’s CEO Phil Satre as chairman of the Wynn Resorts board and the appointment of Ellen Whittemore as general counsel. Both appointments blunted the regulators’ attempts to punish the company for Steve Wynn’s transgressions, allowing Wynn Resorts to move forward in Massachusetts and Macau.

Many Interested in Buying the LVS Las Vegas Properties

The list is long of potential buyers for the Venetian, Palazzo and Sands Expo and Convention Center which Las Vegas Sands Corp. have all hung “for sale” signs from.

Macquarie Group Limited gaming analyst Chad Beynon’s lists of those with the means and possibly the desire to make bids include Australia’s Crown Resorts, Texas billionaire Tilman Fertitta, Galaxy Entertainment Group and Churchill Downs Inc.

He noted that the for-sale properties aren’t just gaming properties on the Las Vegas Strip but also their convention business. He told the Las Vegas Sun, “The buyers that were looking at Caesars, they’re probably the same ones that would at least look at this. Tilman Fertitta was interested in Caesars, so I certainly think he’d be interested. On paper, it seems like that could work.”

He points out, for example that Fertitta owns Landry’s Inc., one of the largest dining chains in the U.S. plus the Golden Nugget and has in the past expressed interest in acquiring a property on the Strip. His cousins own Station Casinos.

Last month Las Vegas Sands admitted that it has had discussions over the possible sale of the properties. The report said the company believes the properties are worth $6 billion.

Due to Covid, Sands has realized a fraction of its normal revenue so far in 2020: $1.8 billion compared to $13.7 billion in the same period last year.

There has been speculation that Sands owner, billionaire Sheldon Adelson, is looking for a way out of the convention business. So far, about 1.7 million attended conventions in Las Vegas this year, compared to 5.1 million for the same period last year.

Beynon argues that the convention business will be the last to revive in Las Vegas, so it would make sense for Adelson to want to leave it. Especially since the $980 Las Vegas Convention Center expansion is almost ready, which will certainly be competition for Sands’ properties.

Other gaming companies are also building convention space, including Caesars Entertainment’s Caesars Forum and Resorts World, a $4 billion casino resort that will open next summer with meeting facilities.

Recently MGM Resorts International CEO Bill Hornbuckle said, “We continue to believe that the material recovery in Las Vegas is dependent on the return of larger-scale conventions and entertainment platforms, along with significant air travel.”

In an interview recently Hornbuckle said he would welcome Sands selling to a less “strong” buyer.

“If somebody else comes in that’s not as strong, I think that bodes to our benefit. I think if they get anywhere near the $6 billion they’re talking about, that would speak well for Las Vegas, fundamentally, in the long run,” he said.

Caesars Boosts CSR Approach

Since its days as Harrah’s Entertainment, the newly reconstituted Caesars Entertainment last week published its 2019-2020 People Planet Play Report on Corporate Social Responsibility (CSR).

People Planet Play is the framework underpinning Caesars Entertainment’s CSR strategy, addressing the ways in which Caesars makes a positive contribution to people, the environment and communities through its business and responsible conduct.

In this report, Caesars confirms its purpose-driven approach and commitment to PEOPLE PLANET PLAY as a responsible corporate citizen. This is particularly relevant as the 2019-2020 period has been unparalleled for two main reasons: (1) the successful merger of Caesars Entertainment Corporation and Eldorado Resorts, Inc. that created Caesars Entertainment, Inc. with significantly expanded operations and new leadership, and (2) the COVID-19 pandemic that resulted in property closures around the country for several months and a return to work with new protocols and restrictions.

The data included in this year’s report is from 2019 and the first half of 2020, representative of Caesars properties pre-merger. The report also outlines how the newly formed company remains committed to CSR moving forward.

Gwen Migita, vice president of social impact, sustainability and diversity, equity and inclusion for Caesars says the merger between Caesars and Eldorado was a positive because each company has similar approaches to CSR.

“This has evolved over the last 20 years at Caesars,” she said. “We’ve had a lot of support from both cultures.”

Some of that support was for training for board members, a 60-day program that was attended and completed by all members of the board.

“We’ve trained all the board members about diversity and inclusion,” says Migita. “That is rarely done at that level, at that pace and as extensive we did it.”

The report covers Caesars’ key impacts and achievements in seven key areas, with highlights including:

  • Diversity, Equity and Inclusion (DEI): In 2019, Caesars legacy properties had 45 percent women and 35 percent racial diversity in management roles. The combined company has affirmed its commitment to gender and racial equity in leadership and management. The Company also engaged with certified diverse vendors for 17.6 percent of operational and 10.8 percent of capital expenditures.
  • Positive experiences for guests: The Company has significantly enhanced its offerings for guests through extensive renovations and expansion of digital services, including enhancements at Harveys Lake Tahoe and Harrah’s Las Vegas as well as completed construction of CAESARS FORUM Conference Center.
  • Social impact: Total community contributions in 2019 amounted to $67 million, including the value of 370,000 hours volunteered in local communities by team members. In 2019, Caesars turned every dollar of revenue into a contribution to its communities of 46 cents—nearly four times the average community contribution for U.S. corporations.
  • Responsible gaming: Caesars Entertainment celebrated 30 years of Responsible Gaming (RG) leadership in 2019. Caesars created the first comprehensive RG program in the industry, which includes structured RG training for team members. In 2019, nearly 50,000 team members received RG training.
  • Family values at work: In 2019, Caesars invested 1.51 million hours in training and development for team members, an average of 27 hours per team member per year.
  • Environmental sustainability: In 2019, on a normalized basis per 1,000 sq. ft, Caesars used 2 percent less energy, 3 percent less water and generated 13 percent less total waste than the prior year.
  • Governance: In 2020, following completion of the merger, Caesars Entertainment immediately created a new CSR Committee of the Board of Directors. The Committee will drive CSR strategy and oversee CSR and ESG progress, remaining true to the legacy of the past 20 years.

Migita says that there has been support at all levels for the program and its elements. She explains the approach the company has taken and how it communicates the importance of them.

“Diversity means including all shapes, sizes, colors, backgrounds, socio-economic classes and all levels of education,” she says. “Inclusion is how you manage diversity. And equity means leveling the playing field. If there’s a fence, and people looking over the fence, some taller, some shorter, equity means that you level the stepping stones to get over that fence.”

Responsible gaming is an important element of CSR. Migita believes the Caesars approach is a cut above.

“Our leadership has committed to a Caesars-centric program, which generally is a much more robust program over and above industry standards,” she explains. “We’re incorporating all of our new properties, like those in Florida and Colorado, that will have Caesars Responsible Gaming Ambassadors so that the culture and engagement we provide for problem gambling can be applied at any property.

We’re proud that when we came out with our responsible gaming program 32 years ago, the American Gaming Association program was modeled after that, then of course Harrah’s Entertainment. So we remain deeply involved with the developments at the AGA with regards to RG. We’re mutually supportive of each other’s programs.”

As for the environmental elements of the program, she says Caesars has taken a strong stance.

“We’ve got some very aggressive programs that will reduce our carbon footprint by almost 100 percent by 2035. It’s going to take a lot of capital investment and effort, but our leadership has made that commitment.”

In contrast to some observers who believe that CSR programs only come out on the negative side of the ledger, Migita believes it’s completely the opposite.

“We see a very clear ROI from CSR programs,” she explains. “We’ve shown that CSR can increase share of wallet, trips and spend per trip by how you approach it and communicate it to your VIPs and guests. We’ve been doing these evidence tests for six seven years and that has proven to be true.

“We’ve found that CSR affects loyalty and the frequency they might recommend a property. It also affects the way people do their jobs or how they view their jobs and the company. There’s a direct benefit on loyalty, but the causal affect is how they interact with employees of the company.”

The buy in from the corporate level is important, Migita believes.

“We’ve been sharing all this with the new leadership and the revenue generators that come with a robust CSR program,” she says. “And of course it always goes beyond the bottom line to include things like reputation and respect but we do see a lot of really big dollars when it comes to ROI.”

Lots of CSR programs in every industry are just so many words. They are often put on the shelf and ignored for the rest of the year. Not so with Caesars, says Migita.

“We actively evaluate the success of our programs,” she states. “We have about seven or eight standards that we use.
