SIGA to Launch Saskatchewan iGaming

Three months after signing a revenue-sharing deal with the provincial government, the Saskatchewan Indian Gaming Authority (SIGA) is expected to launch its online gaming site soon.

According to a spokesman for the nonprofit, its online gaming portal has issued an RFP for a vendor for its development. The vendor will be selected next year, with development to take about six months.

The Saskatchewan government and Federation of Sovereign Indigenous Nations (FSIN)—which represents 74 First Nations— agreed September 23 to amend the 1995 Gaming Framework Agreement (GFA) to allow SIGA to offer digital gaming. They agreed to a 50/50 revenue sharing program.

This made SIGA the only First Nations operator to ink such a deal. It is expected to operate the site with an established operator while the operation will be managed by SaskGaming for SIGA.

It will be regulated by Saskatchewan Liquor and Gaming Authority (SLGA), a crown corporation.

SIGA director of communications and media relations Alanna Adamko, told Sports Handle, “Hopefully, this will inspire other First Nations and government revenue sharing agreements in the future.”

SIGA played a role in the development of the Canadian parliamentary bill that legalized sports betting. It plans to make sports betting a central part of its online gaming portal.

Currently, bettors in the province are legally limited to using the Sport Select program operated by the Western Canadian Lottery Corp. SIGA, which operates nine casinos is Saskatchewan, hopes to compete with sportsbooks at each of them.

Adamko told Sports Handle, “Sport Select has a niche in the province, and SIGA will look to complement offerings in the sports betting space to compete against the gray market betting, where these monies are leaving the province.”

EveryMatrix to Expand to Michigan, West Virginia

Online gaming platform provider EveryMatrix has applied for licensing in West Virginia and Michigan, as the company continues to expand to new iGaming and sports betting jurisdictions.

West Virginia and Michigan have both enacted legislation for online casino and sports betting, making these markets highly attractive for EveryMatrix and its future clients with its in-house full turnkey platform.

EveryMatrix continues to expand its U.S. business, having already signed agreements with Tier-1 operators like Kindred Group and Resorts Digital as well as with important payment providers such as PXP Financial and Nuvei.

“To support our business advances and multi-state partnerships, we have now filed license applications in West Virginia and Michigan,” said Erik Nyman, president of EveryMatrix Americas. “This follows our clear path and ambition to be live with our technology and products in states that allow for a full casino and sports betting offering. Netherlands Operators Adopt iGaming Code, Cracks Down on Illegal Gaming Sites

Members of the Netherlands trade association known as the Licensed Dutch Gaming Providers (VNLOK) have agreed to a voluntary code for online gaming. VNLOK members include Holland Casino, FPO Nederland, JOI Gaming, Nederlandse Loterij and ZEbet.

The code includes limiting bonuses, daytime ads and promotions aimed at people 24 and under. It extends some of the restrictions imposed on TV advertising, and limits ads when higher viewership among minors is expected.

The code will be in effect until March 2023, when it will be reevaluated.

Another trade group, Netherlands Online Gambling Association (NOGA), has also called for an industry-wide code of conduct.

This comes as the 11 licensed operators in the Netherlands have spent €23 million (US $26 million) on online gambling advertising, with the state-owned Holland Casino and Toto spending the most.

Both companies commented to Volkskrant that their objective is to direct bettors to legal, safe and responsible sites. They added that they had been licensed earliest, and so had a head start on other companies.

Currently 75 percent of gaming advertising is on digital gaming and 88 percent of all gambling ads appear on websites and social media.

About two weeks ago Kansspelautoriteit (KSA) the Dutch Gambling Authority, issued its first citations against an unnamed operator for advertising violations.

Meanwhile, Sander Dekker, Netherlands minister for legal protection, has announced he is targeting illegal gaming sites in Curacao, a Dutch-based island nation in the Caribbean.

Dekker made the announcement in response to reports that an estimated 12,000 illegal gambling sites on the island are responsible for 40 percent of the world’s unregulated gaming.

The island agreed to appoint an independent gaming regulator with the power to grant or revoke gaming licenses. It also agreed to force companies operating on its shores to operate within the laws and regulations of the countries they target, and also collect taxes and license fees.

“There is a small number of master licenses provided by the authorities of Curacao which could be transferred without the intervention of a government body,” said Dekker. “This has resulted in a large number of sub-licenses, which explains the range of online games available in Curacao.”

He said he is “committed to limiting the illegal offering of games of chance from Curacao. Curacao is currently working on a step-by-step plan of action to limit and better regulate the supply of games of chance. As expected, this action plan will be adopted this month.”

He noted that Curacao is “fiscally autonomous.”

Evolution Enters New Argentina Market

Evolution Gaming announced that it has launched its Live Casino games portfolio in Argentina’s newly regulated Buenos Aires Province online gaming market. Evolution was the first and only provider to go live with dealer-assisted online table games on day one in the new market.

Evolution is live with leading operator BetWarrior with an extensive range of world-class Evolution live dealer games available at betwarrior.bet.ar. Extending choice still further are Evolution’s First Person range of games and 100-plus online slots from Evolution brands NetEnt and Red Tiger. Furthermore, Evolution is set to go live with other operators in the coming weeks. Further live games from Ezugi, another Evolution brand, will be available for operators in the near future.

In addition to the newly regulated Buenos Aires Province in Argentina, the Autonomous City of Buenos Aires runs a regulated online casino market. Currently the market features RNG games, including titles from Evolution’s First Person line as well as NetEnt slots. The Autonomous City of Buenos Aires is in the process of adding live gaming to its regulated offering. When regulation is in place, dealer-assisted games from Evolution will also be available in this market.

In other company news, Evolution has launched three live casino tables for win2day, an online gaming platform owned by Österreichische Lotterien, or Austrian Lotteries.

The provider will bring two blackjack tables and one roulette table to Austrian Lotteries’ live dealer environment, continuing their longstanding relationship.

Austrian Lotteries holds the exclusive right to run electronic lotteries in the Central European country, and Evolution has been its sole live casino supplier for many years.

Online Casinos Not An Issue In Iowa

Iowa Gaming Association President and Chief Executive Officer

Wes Ehrecke, president and chief executive officer at the Iowa Gaming Association, which represents the state’s 19 licensed casinos, recently stated legalizing online casino gambling will not be an issue in 2022, even though six other states allow it.

Ehrecke said, “We don’t envision any legislation coming forward, but if it is, we’re going to be neutral. We have some of our members that support looking at it. There are others that are opposed. They have questions and thoughts and so this is going to need to evolve over the next year or two before any serious legislation or consideration would happen.”

Ehrecke said analyzing the numbers in the six states where online casinos are legal will be critical, particularly regarding how online gaming revenue compares to in-person wagering and how it impacts casino attendance. “Is it going to be something that’s worthwhile like when we’re having our blizzards in the wintertime and things like that, so there’s just a variety of things, including how to structure it properly. You know, where’s the appetite for Iowans and legislators to want to have this as an option?” Ehrecke said.

He noted online sports betting launched in Iowa on August 15, 2019 and casinos have not suffered. Similarly, he doesn’t expect legalizing online casinos to have an impact. Ehrecke said, “It’s not just gaming. It’s the dining, the hotels, the comedy clubs, the variety of things that are within a casino, plus the concerts and conventions and the like. We’ve really created premier destinations in 19 places.”

Golden Nugget SPAC Falling Apart

The bloom may be off the SPAC rose as Golden Nugget owner Tilman Fertitta sought to cancel the $6.6 billion deal to take his company public via Fast Acquisition. Golden Nugget holding company, Fertitta Entertainment had agreed first to sell its five Golden Nugget casinos, Landry’s restaurants, NBA Houston Rockets, and 50 percent of its online gaming business to Fast Acquisition but when the deal failed to close by the required date of December 1, Fertitta canceled the agreement.

However, Fast challenged the cancellation saying that Fertitta delayed providing the required documents and therefore delayed the closing process. The company insists that Fertitta is still bound by the obligations of the original deal, and charges Fertitta with a “material breach” of the agreement. The company has threatened legal action against Fertitta if it doesn’t withdrew the cancelation notice.

“Both sides and all counsel fulfilled all obligations to try and close this transaction before the walk away date,” Fertitta said in an emailed statement to the Wall Street Journal, and that SEC approval was only granted on November 24, too late to close the deal on time.

The deal was first announced in February 2021 and was modified along the way to include more Golden Nugget assets to increase the value.

Golden Nugget Online Gaming Inc. (GNOC) went public in June 2020 via deal with a SPAC called Landcadia, valuing the company at $750 million. In August 2021, DraftKings purchased GNOC for $1.5 billion, with Fertitta retaining a 50 percent ownership. Fertitta says the cancelation of the Fast Acquisition deal will not affect the DraftKings agreement.

The Wall Street Journal says SPACs—or blank-check companies—are a risky proposition. Investors form SPACs with money raised from investors to finance a purchase of an existing, private company, avoiding the lengthy IPO process. According to WSJ, more than $150 billion has been raised by SPACs this year, double the total of 2020.

But low stock prices often cause investors to withdraw their money before a purchase can be made. The average SPAC, according to the publication, has lost 60 percent of its value since the end of July, up from 25 percent from earlier in the year.

Meadowlands’ Gural Seeks Dismissal of Suit

Attorneys for Meadowlands Racetrack owner, Jeff Gural, have asked for the dismissal of a lawsuit filed by eight horse racing owners banned from the track for three years. The suit claims Gural singled the eight out unfairly.

Gural also kept the men from racing at Gural’s two upstate tracks, Tioga Downs, and Vernon Downs, according to NJ Online Gambling.

“Plaintiffs’ theory is that the tracks, each as an independent entity, conspired with Gural to exclude other horse owners, even though the tracks obtained no economic benefit from doing so, as the tracks do not own horses,” Gural’s attorneys wrote.

In early March, Gural issued a statement on behalf of his three tracks that anyone who stabled non-racing horses with trainer Rene Allard would have their racehorses excluded from racing at the three tracks for a minimum of three years.

The feds indicted Allard last year as part of a probe into the industry, and he and fellow defendants were alleged to be involved in a scheme to “manufacture, distribute, and receive adulterated and misbranded (performing-enhancing drugs) and to secretly administer those PEDs to racehorses.”

An attorney for Allard has accused Gural of focusing on his client since 2013 when he was banned for suspicion of horse doping.

Kapildeo Singh, Lawrence Dumain, Ira Wallach, Brian Wallach, Yves Sarrazin, Erlin Hill, Bruce Soulsby, and Alan Weisenberg are the plaintiffs. Their lawyers claim the defendants have smeared their clients because of Allard’s misdeeds.

Gural’s attorneys have a far different take. “Plaintiffs theorize that defendants excluded plaintiffs’ horses from defendants’ tracks, thus steering those horses to competitor racetracks,” they wrote in their filing. “There is no allegation that the tracks’ alleged ‘boycott’ of certain horses gives defendants any competitive advantage or causes harm to any competitor at their level of the market.

“Instead, the complaint is premised on a theory that the tracks acted in the absence of any economic motivation to cause injury.”

NJ Sports Fans Bet Game Already Played

For 86 New Jersey gamblers, it was good while it lasted. It was also too good to be true.

Rush Street Interactive and Kambi Group offered a prop bet on whether soccer player Marcus Rashford would score a goal for Manchester United in its May 13 game against Liverpool. For the record, he did.

But a Kambi trader in England entered a start date as May 14 by mistake. The 86 bettors didn’t have to read too much between the lines to know they could wager on a game already played. They won a total of $15,000, according to the Associated Press. Rush Street and Kambi voided the errant bets. Too bad, bettors. But they did so without contacting the Division of Gaming Enforcement first. Still too bad bettors, but also too bad Rush Street and Kambi.

“We and our partners take compliance seriously, and after the partner informed us that one of their millions of betting markets was left open after the European soccer game concluded, Rush Street self-reported to the NJDGE and agreed to pay the $1,000 penalty,” Rush Street spokeswoman Lisa Johnson said.

Since the wayward bet, Kambi implemented mandatory additional steps to retrain its team members while requiring a secondary approval from supervisors for all manual entries on its sports data feed, according to regulators.

NJ Officials Noncommittal About Smoking Ban

Pressure is mounting by non-smoking advocates and casino employees to totally ban smoking in Atlantic City casinos. That pandemic ban ended in April.

The unexpected election defeat of State Senate President Steve Sweeney to a little-known Republican was believed to be the impetus that would get lawmakers moving. But top political leadership—including Sweeney, the second most powerful politician—is in no hurry to effect a ban, according to the Associated Press.

A bill languishes in the statehouse even as Governor Phil Murphy indicated if the bill lands on his desk, he’ll sign it.

“We haven’t even started to talk about it, really, in any deep dialog,” Sweeney said before an appearance at a groundbreaking ceremony for a supermarket in Atlantic City. “The governor, myself and the (Assembly) speaker have to get together and decide which bills we’re going to move forward.

This is the last hurrah for Sweeney, however. He was upset in the recent election and will not return as a senator.

The American Cancer Society Cancer Action Network released a poll it commissioned that showed New Jersey residents favor banning smoking in the casinos by a margin of greater than 2-to-1.

“We’re glad that New Jersey voters agree that we should not have to choose between our health and a paycheck,” said Robin Vitulle, a dealer supervisor in Atlantic City for more than 36 years. “From our experiences, our customers have no problem stepping outside to smoke because they must do so everywhere else. Then they come back inside and continue to gamble.”

New Jersey’s law banning smoking in most indoor places specifically exempts portions of the casinos.

“Right now, our policy that allows smoking in casinos, but bans smoking outside the casino doors on Atlantic City boardwalks and beaches, is not only inconsistent, it is inconsiderate and unfair to casino workers,” said state Senator Shirley Turner, a central Jersey Democrat. “In this day and age, secondhand smoke should not be an occupational hazard.”

Earlier this year, the Casino Association of New Jersey, the trade group representing the Atlantic City casinos, said a permanent ban would do great harm to the industry.

Jersey Devils Add Betway as Official Partner

The New Jersey Devils hockey team has tapped Betway as an official partner.

As part of the multi-year deal, Betway receives “dynamic brand exposure and TV-visible signage throughout Prudential Center for Devils home games, including dasherboard, Zamboni tunnel and in-bowl staircase branding, as well as in-bowl LED ring and scoreboard advertising.”

Betway also presents the Devils Starting Line-Up, a social-media series, according to NJ Online Gambling.

“We’re very excited to be adding the New Jersey Devils to our existing North American sports sponsorship portfolio,” Anthony Werkman, CEO of Betway, said in the release. “Our partnership with the Devils will give us great exposure via the extensive list of marketing rights, which will enable us to showcase our products to customers in New Jersey.”

Betway offers entertaining bets and competitive odds, said Adam Cross, senior vice president of global partnerships for Harris Blitzer Sports & Entertainment and the Devils. “The New Jersey sports fan continues to be savvy, aware, and engaged with sports betting opportunities, and we are pleased to introduce them to Betway’s unique platform.”

Betway is part of the Super Group, a global digital firm that also is the holding company for Spin, a multi-brand online casino offering. The group has licenses in more than 20 locations with over 60 partnerships including the Brooklyn Nets, Chicago Bulls, Golden State Warriors and Los Angeles Clippers.

In October, the Devils added a marketing partnership with Australia-based PlayUp, making the first professional sports team partner for PlayUp.

As part of that deal, PlayUp will sponsor a 1,200-square-foot sports lounge on the main concourse at the Prudential Center in Newark. The company will also present the PlayUp Studio, the Season Preview Show, and the Pre-Game Live Show, among other brand opportunities.

PA Mini-Casino to Open December 22

Penn National Gaming, Inc. announced that it expects to open Hollywood Casino Morgantown to the public at noon on Wednesday, December 22, pending final regulatory approvals.

Hollywood Casino Morgantown will be Penn’s fourth Pennsylvania casino. It is the operator’s second Category 4 satellite casino, also known as “mini-casinos.” Created under the 2017 gaming expansion law, Category 4 casinos are restricted to 750 slots and 30 table games at opening, with an additional 10 tables upon petition.

Located at the intersections of three major roadways—the Pennsylvania Turnpike (I-76), I-176, and the Morgantown Expressway (Rt. 10)—The 80,000 square-foot facility will feature the maximum 750 slots and 30 table games, a climate-controlled outdoor gaming terrace, state-of-the-art Barstool Sportsbook, and three unique dining options.

At the Barstool Sportsbook, patrons will be able to enjoy sports from around the world on the jumbotron above the bar or on numerous high-definition televisions throughout the facility. The 150-seat, full-service restaurant will offer a wide selection of food and beverage options, from steaks to classic pub fare, more than a dozen craft and domestic beers, and hand-crafted cocktails inspired by classic sports movies.

Betting windows and kiosks for sports and racing are located throughout the sportsbook, along with interactive games, an outdoor fire pit and a Barstool Sportsbook merchandise station.

In addition, the company partnered with Tony Luke’s to bring his restaurant and a taste of South Philly to Morgantown. Tony’s signature cheesesteaks, roast pork Italian sandwiches and many of his award-winning delicacies will be available. With seating for up to 100 at the adjacent Bar 76 on the gaming floor, patrons will be able to grab-and-go and watch the action while eating what the company calls “the best cheesesteaks available on the north side of the Pennsylvania Turnpike.”

Hollywood Casino Morgantown also will host the Red Lotus Asian Kitchen, serving patrons authentic made-to-order Asian cuisine. Red Lotus will feature popular noodle and southeast Asian specialties in a sleek, modern-designed open kitchen just off the gaming floor.

“The countdown to our grand opening begins today,” said Marc Guastella, vice president and general manager of Hollywood Casino Morgantown. “We’re very excited to soon welcome patrons to this beautiful new property, where they’ll be able to experience premier gaming, dining and entertainment.”

Prior to the grand opening, Penn National will host two invitation-only test days, with gaming proceeds donated to charitable organizations in the area. The participating charities include the United Way of Berks County, Honey Brook Food Pantry and the Jarett Yoder Foundation, which serves community heroes and their families, including active military personnel, veterans, firefighters, first responders and the police.

“We are thrilled to be supporting these incredible organizations in Berks, Chester and Lancaster Counties,” said Guastella. “Penn National is committed to being actively engaged in the community and partnering with worthwhile groups to assist those in need.”

The development of Hollywood Casino Morgantown represents an overall investment of approximately $111 million, including license fees. Career opportunities are still available for the approximately 375 new jobs at the facility. Interested applicants can visit the Hollywood Casino Morgantown Career center, located at the Holiday Inn Morgantown at 6170 Morgantown Road.

The Morgantown casino represents Penn National’s fourth facility in Pennsylvania, joining Hollywood Casino at Penn National Race Course in Grantville, Hollywood Casino at the Meadows south of Pittsburgh, and the Category 4 Hollywood Casino York, which opened in August.

Las Vegas Tourism Officials Weigh Risk of Omicron

After a year in which the Las Vegas tourism and hospitality industry rebounded strong from the effects of the Covid-19 pandemic, the new omicron variant is raising new concerns.

The variant, which President Joe Biden labeled a “cause for concern, not a cause for panic,” led the U.S. and several other nations to restrict travel from eight “high-risk” African countries last week. While the restrictions do not affect Las Vegas directly, Nevada authorities are paying close attention to emerging information on the variant.

“As with the delta variant, the impacts of omicron will be hard to predict,” said Amanda Bellarmino, an assistant professor at the William F. Harrah College of Hospitality at the University of Nevada, Las Vegas, in an interview with the Las Vegas Review-Journal.

“The shutdown from the African nations may not have a direct impact on Las Vegas since we just reopened to international tourism; however, the ripple effect may have an impact. Until we know the severity of the omicron and its ability to be transmitted, we will be uncertain as to its impacts. In the short term, it may increase our domestic tourism as people fear further lockdowns. In the long term, I think it may push back further international travel.”

“Until there’s more known and understood by medical experts, it’s too early to tell,” Lori Nelson-Kraft, senior vice president of communications for the Las Vegas Convention & Visitors Authority, told the newspaper.

National tourism officials repeated the message in statements to the Review-Journal.

“Covid variants are of concern, but closed borders have not prevented their presence in the United States while vaccinations have proven incredibly durable,” said Tori Emerson Barnes, executive vice president of public affairs and policy for the U.S. Travel Association. “That is why America’s travel industry is a vocal proponent of everyone getting a vaccine.

“With a vaccine and testing requirement in place to enter the U.S. we continue to believe that assessing an individual’s risk and health status is the best way to welcome qualified global travelers into the United States.”

San Manuel OK’d to Own and Operate Palms in Vegas

California’s San Manuel Band of Mission Indians will be the first tribe to operate a Las Vegas resort by the end of December. The tribe received regulatory approval last week and the $650 million acquisition of the Palms from Red Rock Resorts became official.

The Palms has been closed since the pandemic shutdowns of March 2020. It has 700 hotel rooms, convention space, a 2,500 seat theater, pool and spa.

In preparation for the switchover, the San Manuel tribe has named former MGM Resorts International executive Cynthia Kiser Murphey as the property’s new general manager.

The tribe told Las Vegas Review-Journal that it plans not to reopen the nightclub, saying that it doesn’t fit their target customers, “gamblers.”

Its main job will be coming up with incentives to attract customers of its Southern California property to try out its newest resort.

Andrew Klebanow, principal at C3 Gaming, told the Review-Journal, “Unlike other recent first-time entrants into the Las Vegas casino market, the San Manuel Tribe brings with it a sizable database of gaming customers from the greater Southern California region.”

He added, “This will allow their marketing team to immediately generate visitation from qualified gaming customers, with mid-tier players receiving midweek vacation offers and high-worth players getting weekend gaming packages.”

Josh Swissman, founder of the Strategy Organization, said he expects the tribe to attract customers with a direct marketing campaign.

“It’s their first foray out of Southern California, so they have to do this well,” he said. He added they will also have to do a good job of attracting the local Las Vegas customer.

Kiser Murphey has a reputation as one of the most experienced gaming executives in the U.S. and one with an extensive knowledge of the Las Vegas market.

Dover Downs Rebranding as Bally’s Dover

Dover Downs Hotel & Casino in Delaware will rebrand as Bally’s Dover Casino Resort. It is part of the effort of Bally’s Corp., which itself was renamed last year from Twin River Holdings Corp., to brand all of its casino resorts with the Bally’s name and logo.

The former Twin River acquired Dover Downs in 2018. Since acquiring Bally’s Atlantic City last year, the operator has gone on an acquisition binge, growing from four properties to 14. Nearly all have been rebranded as Bally’s casinos.

Dover Downs opened in 1969 as a combination horse racetrack and motor speedway. It added a casino and hotel after Delaware approved slot machines at racetracks in 1995.

Louisiana Supreme Court Permits Casino Referendum

The Louisiana Supreme Court recently ruled a referendum on Peninsula Pacific Entertainment’s (P2E) proposed $325 million Camellia Bay casino

resort near Slidell in St. Tammany Parish can go forward on December 11.

The casino question will be the only item on the ballot. St. Tammany voters approved fantasy sports betting in 2018 legalizing sports betting in 2020; both issues passed with two-thirds voter support. However, parish voters banned casino gambling in 1996. The upcoming referendum could overturn that.

Slidell Pastor John Raymond and attorney Charles Branton had challenged the election’s constitutionality, stating parish residents must first approve casino gambling before voting on a specific location. In October, District Judge John Keller determined the lawsuit was premature and that plaintiffs failed to show they would suffer irreparable harm if the election was held as scheduled. But the Louisiana First Circuit Court of Appeal reversed Keller’s ruling earlier this month, stating a trial on the merits should be held prior to the election. The St. Tammany Parish government, which already had put the referendum on the ballot, then asked the Supreme Court to vacate the First Circuit ruling.

Meanwhile, both sides in the casino battle are spending an estimated $3.5 million on flyers, billboards, signs, broadcast advertising and social media to persuade voters how to vote. Ronnie Jones, former Louisiana Gaming Control Board chairman, said, “Nothing about what I see happening in the St. Tammany area surprises me. If you look at any other state, there is always a turbulent war between developers and citizens opposed to gambling for a variety of reasons.”

P2E and casino supporters said the casino, to be located at the foot of the Interstate 10 twin spans near Slidell, will bring jobs, tax revenue and new entertainment options to the north shore of Lake Ponchartrain. The casino’s political committee, the Northshore Wins, filed a campaign finance report on November 12 indicating contributions of $2.3 million from August 26 through November 1 and expenditures of just over $1 million, with $1.3 million on hand.

P2E also made a $100,000 donation to a family oriented sports complex and pledged to give another $35 million to that project if the casino passes. In addition, P2E gave $1 million to Louisiana Coastal Relief and Recovery for meals and other relief following Hurricane Ida. Former New Orleans Saints quarterback Drew Brees has endorsed the casino; one of its seven restaurants would be a steakhouse created by Brees and celebrity chef John Folse.

Casino opponents include St. Tammany Parish Sheriff Randy Smith, Slidell Police Chief Randy Fandal and Pearl River Police Chief Jack Sessions, who all warned the casino will lead increased crime. Louisiana Lieutenant Governor Billy Nungesser and the mayors of Slidell, Mandeville and Madisonville plus other local officials also have announced opposition and local restaurant and small business owners have expressed concerns.

Scott Wilfong, chairman of the nonprofit Watchdog PAC, headquartered in Baton Rouge, the group has spent more than $500,000, including a recent $400,000 media buy, and expects it will spend about $1 million. Wilfong said most of the money has been raised from small donations from individuals and businesses or groups. “I don’t think we have casinos” as donors, he said.

St. Tammany business owner Chris Jean also has formed another nonprofit, Stand Up St. Tammany. He said the group is leading a grassroots effort focused on businesses, not church groups. He said he launched the effort with his own money and donations from several restaurateurs who all agree the casino will harm the economy. About 500 businesses have joined in, Jean said. However, he acknowledged the group cannot compete with P2E. “We’ll be lucky if we spend a couple of hundred thousand. But people against it are going to vote,” Jean said.

For quite a while, P2E has intimated that Mississippi casinos are involved in the fight against Camellia Bay to protect their own interests. Dan Lee, whose company owns the Silver Slipper in nearby Waveland, said he has made contributions but said they were small. “Peninsula would like to blame us. We did do polling and decided we didn’t need to spend much money,” Lee said.

Ed Chervenak, a political science professor at the University of New Orleans, said “For a race like this, it’s all going to be turnout, who can get the pro or con voters to the polls.” He noted having only one item on the ballot will further decrease turnout. “What we’re witnessing is a battle for air time. But good ground game defeats air time every time,” Chervenak said.

Virginia Casinos Moving Forward

The city of Bristol, Virginia recently approved the initial plans for transforming the former Bristol Mall into a temporary Hard Rock Bristol casino. Voters approved allowing gambling in the city on November 3, 2020.

Hard Rock spokesman Andy Poarch said, “We have submitted a demolition plan to the city. This plan relates to preliminary site evaluation work at the mall that we need to complete before finalizing our design for the temporary casino. We continue to work closely with the Virginia Lottery on next steps for construction of the temporary gaming facility, and planning for the permanent one. We appreciate the ongoing cooperation and assistance from local and state officials for all necessary permitting and licensing requirements.”

The $400 million casino resort will offer a gaming floor with 1,500 slots and 55 table games at first, expanding to 2,700 slots and 100 table games, plus a 300-room hotel, seven restaurants, four bars, a 3,200-seat performance venue, an outdoor entertainment venue, retail space, convention facilities and more. It’s expected to employ 1,000 to 2,000 people when completed.

Lottery Deputy Director of Gaming Compliance Gina Smith said her office has received applications for facility operator, principal entity, manufacturer and major and minor vendors. She said she anticipates receiving “thousands of applications” in the near future.

The reviews are taking place under the state’s emergency regulations while proposed permanent gaming regulations are undergoing a 60-day public comment period that ends December 24. If the lottery board approves those regulations at its January 2022 meeting, the governor’s office would be required to issue final approval. The regulations must be in place by October 2022.

Meanwhile, in Portsmouth, Mayor Shannon Glover announced ground would be broken for the $300 million Rivers Casino Portsmouth on Tuesday, December 7. Developers Rush Street Gaming said site preparation actually began in August.

The venue will include a casino, hotel and event center and prove 1,400 construction jobs and 1,300 permanent jobs. Rivers is expected to generate $16 million in tax revenue each year and produce more than $200 million for Hampton and Portsmouth annually.

Grondin to Head NJ Compulsive Gambling Council

The Council on Compulsive Gambling of New Jersey has named Felicia Grondin as its new executive director. Grondin has served as acting executive director since July, and has been a board member of the agency for four years.

Grondin was previously chief of staff for Assemblyman Fred Scerni and legislative liaison of the New Jersey Casino Control Commission, where she helped streamline regulations. In addition, she served as assistant dean of social and behavioral sciences and associate director of the Levenson Institute of Gaming, Hospitality and Tourism at Stockton University.

“I am elated to have been selected as the council’s executive director due to my concern for the problem gambler and their families, especially due to the proliferation of gambling opportunities across the United States,” Grondin said. “I look forward to continuing to help those dealing with a gambling disorder.”

Iowa Regulators OK Louisiana Riverboat Purchases

The Iowa Racing and Gaming Commission (IGRC) recently approved a $46 million financing plan allowing gaming operators Casino Queen to purchase two Louisiana riverboats.

IRGC Administrator Brian Ohorilko said, “The long-term plan would be for Casino Queen to purchase those riverboats, operate those casinos in Louisiana, but move one to Marquette and replace that boat. So it would be a larger boat, maybe a little newer. Just having the ability to have something larger, fresher, is definitely good for that market.” The Casino Queen is one of three riverboat operations remaining in Iowa.

Station Loses Appeal, Must Bargain with Union

A U.S. Ninth Circuit Court of Appeals panel has affirmed a lower-court ruling ordering Station Casinos’ Red Rock Casino in Las Vegas to bargain with the Culinary and Bartenders Union.

The decision upheld the order of District Court Judge Gloria Navarro that the casino must deal with the union.

“Just like Judge Navarro before it, the Ninth Circuit saw Station Casinos’ grant of benefits right before the election at Red Rock for what it was—a poorly disguised effort to take away union power and to discourage workers from unionizing,” said the Culinary Union in a statement.

“This is another victory for workers who stood up and organized to have a union at Red Rock Casino. We commend Red Rock Casino workers for their courage and resilience in the face of the massive anti-union campaign that Station Casinos shamefully waged against them.”

Resorts World Las Vegas, AEG Partner on Theatre

In a joint venture, Resorts World Las Vegas and Concerts West/AEG Presents have introduced a new theatre, designed by Scéno Plus. The Resorts World Theatre, a 5,000 capacity, multi-level venue, will debut with Carrie Underwood’s REFLECTION. Underwood, who is doing a residency which began December 1.

The theatre will also play host to Katy Perry, Celine Dion, and Luke Bryan.
